- Sources Sought Notice Solicitation: DTNH2215RQ-00XXX/PR-15-00065 Agency/Office: National Highway Traffic Safety Administration (NHTSA) Location: National Highway Traffic Safety Administration HQ NAICS Code: 541910, Market Research and Public Opinion Polling, $15 Million. Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Occupational Therapist Involvement in Older Driver Safety Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business concerns that may be interested in and capable of performing the work described herein to perform behavioral research, pairing findings from NHTSA and identified key groups that study factors that can influence older driver behavior. These groups include: social services providers; law enforcement; driver licensing; and, medical professionals. Medical professionals of interest to NHTSA include not only physicians, but also nurses, occupational therapists, and driver rehabilitation specialists (DRS). NHTSA welcomes all qualified Small Business concerns, and any other firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will be made; however, no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The Agency has had a behavioral research program in place since the late 1980's, pairing it with programmatic activities in the late 1990's. Objective(s): Conduct outreach to key stakeholders Create and Evaluate a Baseline of Occupational Therapist involvement in Older Driver Safety. Guided by Expert Panel identification of personnel, the project manager will interview and compile input from key stakeholders (OT, SW, law enforcement, etc.) to gain a grassroots understanding of what works and what challenges they are facing reaching out to seniors in their settings. Update resources, links and content on a website to reflect input. Offer like suggestions to partner organizations such as ADED, AAA, etc. Provide a summary report with recommendations and highlights noting "what works". Integrate this information into conference presentations and research statements. Develop resource / awareness plan to build awareness throughout the project Optimize communication and networking, with intent to represent and ultimately serve the medically at risk senior aging with medical conditions. Seek speaking and writing opportunities by submitting conference proposals, highlighting project deliverables and lessons learned. Seek input and collaboration from the COR and other stakeholders. Build awareness though OT publications, newsletters, official documents and website postings. Also, promote social media campaigns. Provide outreach to state occupational therapy associations, health care systems, or members of State Older Driver Strategic Plan, or similar, working groups with the potential to identify champions and build programming at the local level. Develop a toolkit designed for programs (not individual practitioners) Although there are a range of toolkits developed for programs, the vast majority of the materials are designed for the individual (senior driver) to read on their own and build self-awareness and acquire a repertoire of self-limiting behaviors as the intended outcome. The contractor will organize available materials into clinically applicable classifications facility their implementation as turn-key ready to use - turn key in that it builds the pathways of service. (This will complement the NHTSA Older Driver Clearinghouse, deliberately focusing on successful access to the Older Driver Clearinghouse resources by health professionals including occupational therapy.) In order to really understand whether the guidance materials for the "turn-key" Program Toolbox is understandable and effective, the contractor will pilot the toolkit resources with four medical settings that have occupational therapy. The types will be: •· Geriatric setting (Sub-acute) with an occupational therapy program that does not have a driving rehabilitation program. •· Medical facility with an occupational therapy program that includes driving rehabilitation program. •· Medical facility with an occupational therapy program that does not have a driving rehab program, but there is at least one within 100 miles. •· Medical facility with an occupational therapy program that does not have a driving rehab program within 100 miles. This is important as rural settings deserve targeted attention and tailored resources. Awareness / material distribution Guided by input from the contractor and expert panel will review and advise the focus of these toolkits as clinic ready formats flexible for integration into practice. Training / instruction guidance recommendations will include applicability for print, web-based, video pod cast and or audio. Develop interactive web-based resources that will facilitate occupational therapist's exploration of resources available and prompt development of a "personalized toolkit" that will address their concerns. This toolkit will build upon our partners and include educational resources (AAA, AARP, The Hartford, etc. as developed through Older Driver Safety Awareness Week), screening and evaluation resources (OT researchers, faculty, AOTA Press to contribute to tool descriptions and access). The ultimate goal would be a successful referral program that engages general practice occupational therapists, DRSs, MAB, licensing boards within that state, and physicians. What would also be built would be a database of problems and potential solutions. Thus, as the programs progress, this project will also build a knowledge base of solutions to use to address problems. Format of Corporate Capabilities Statement: Any interested qualified small business firms should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 2 calendar days from the date of publication of this notice.
