Demolition and Site Grading and Preparation of Veterans Administration Regional Office (VARO) Building, Columbia, South Carolina Project Number: RSC00112 Agency: General Service Administration Office: Public Building Service Location: Southeast Sunbelt Region (4PQA) Notice Type: Sources Sought NAICS Code: 236220 - Commercial and Institutional Building Construction Synopsis: Construction Contracts with Design-Build Capabilities; demonstrating the ability in Building Demolition and Site Restoration (Site Grading and Preparation) SOURCES SOUGHT SYNOPSIS for Historically Underutilized Business Zones (HUB-Zone) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) ONLY: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various HUB-Zone and SDVOSB members of the Small Business Community to compete for and perform firm fixed-price contract in the State of South Carolina. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code ( 236220 ) should not submit a response to this notice. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice and other Market Research is solely within the discretion of the Government. The Small Business size standard for NAICS code 236220 is $33.5 million dollars in average annual receipts over the past three years. This Sources Sought encourages maximum participation of interested Historically Underutilized Business Zones (HUB-Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB) Small Business companies. Prior Government contract work is not required for submitting a response under this sources sought synopsis. General Services Administration (GSA) Public Building Services (PBS), Region 4, is seeking potential small business HUB-Zone and SDVOSB sources capable of providing design, utility location and survey, relocation of bas-relief, hazmat abatement, demolition and disposal of the existing building, clearing, grading, compaction and testing, necessary site preparation for proper storm water drainage and grassing VARO Federal Building in the city of Columbia, South Carolina. The Veterans Administration Regional Office (VARO) Building is located at 1801 Assembly Street, adjacent to the Strom Thurmond Complex (Complex) in Columbia SC. The VARO Building built in 1948 houses five floors, plus a basement, a sub-basement, and a mechanical penthouse and has a gross square footage of 94,182 SF. The main entrance to the building is at the front of Assembly Street near the corner of Assembly and Laurel Street. The exterior of the building is brick and is capped by a composition built-up roof system. The floor construction is made of concrete beams with solid slabs. The foundation consists of spread (poured concrete) footings." The Government anticipates single award contract with Firm Fixed Price. The solicitation for this project is anticipated for release on January 08, 2015 with a desired award date of award date of March 08, 2015. The estimated cost range of the contract is valued between $1,000, 000 and $3,000,000. If qualified and interested, per the definition above, please submit a letter (maximum of 5 pages) via email or mail stating the following: •1) Name of your company, address, point of contact with phone number, e-mail address and fax number. •2) Contractor's DUNS and CAGE code 3) Your company's interest in submitting a proposal once solicitation is issued. 4) Business size for the assigned NAICS code. In addition to the size of your small business as HUB -Zone and SDVOSB, indicate any other socioeconomic designations such as 8(a), Small Disadvantage Business, Small Women-Owned Business, etc. 5) Company's capability to perform a contract of this magnitude and complexity by including a brief description of at least (3) project, customer names and phone numbers, timeliness of performance, and dollar values of the projects. 6) Describe your company's bonding capability. 7) If company is/will be part of a joint venture, state names of joint venture members and their business size(s). (NOTE: In any joint venture or teaming arrangement the firm must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifteen (15) percent of the cost of the contract, not including the cost of materials, shall be performed by employees of the prime contractor per FAR clause 52.219-14(b)(3) - Limitations on Subcontracting.) Each response shall be reviewed by the Government for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible HUB-Zone and SDVOSB small businesses that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. Responses must be submitted to this office in writing, by email or regular mail by 4:00 PM EST on December 17, 2014. Submit response and information via email to: dwayne.ogletree@gsa.gov. Electronic mail responses are preferred. Facsimile responses will NOT be accepted. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and future solicitation. Prime contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database at www.sam.gov.
