Description
SOW This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of FAR 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-NOI3561465 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source contract will be awarded to GE Healthcare Bio-Sciences. The anticipated award date is January 1, 2015. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 811219, which has a size dollar standard of $19.0. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institutes of Deafness and Other Communication Disorders, intends to procure on a sole source basis from GE Healthcare Bio-Sciences a One Year Full Care Service Plan w/Four Option Years, FAR Clause 52.217-8, Option to Extend Services on a AKTA PURIFIER 10, Model #28406264, Serial #1498371. The AKTA PURIFIER 10 FAST PROTEIN LIQUID CHROMATOGRAPHY system is used to purify proteins. The National Institute of Deafness and other Communication Disorders, Laboratory of Molecular Genetics, Section on Human Genetics currently studies proteins that are expressed in the inner ear. These proteins must be initially purified from mouse tissues and only yield a minute amount. In order to generate enough protein to use in experiments, the lab must use a biological based system which allows for the gene expressing the protein of interest to be cloned into either bacterial, insect, or mammalian cells. The cells then produce large amounts of the protein, which is then purified using the AKTA Purifier 10 system. This automated system is much better than the older, non-automated technique of column chromatography purification since it allows for controlled conditions such as temperature, liquid fill rate and level, prevents the column from becoming dry, allows the user to do something else during the run, has multiple UV detectors which can detect different fractions eluting from the column, and via a computer shows the run's progress and elution of peaks. Fast Protein Liquid Chromatography (FPLC) is like the traditional High Performance Liquid Chromatography (HPLC), except FPLC is used for the separation of large molecules (macromolecules) while HPLC is used for the separation of small molecules and chemical compounds. FPLC uses medium pressures to move the liquid phase (buffer) over the solid phase (column) while HPLC uses high pressure to do this. The AKTA Purifier 10 system uses two pumps to control the flow rate and pressure of the liquid. In order for the lab to remain competitive, the equipment used for experiments must be kept in top working condition so that errors are not introduced into the data and downtime from broken instrumentation is kept to a minimum. The purpose of this acquisition is to provide a yearly maintenance contract to keep the AKTA Purifier 10 in the laboratory operating within the GLP standards, to prevent problems and downtime, and to quickly repair the instrument should the need arise, minimizing the impact of broken instruments on the researchers who rely on them. A search on the internet reveals that there are two main companies that manufacture FPLC systems-GE Healthcare Bio-Sciences and Bio-Rad Laboratories. Earlier manufacturers included Pharmacia, Amersham, and Sephtech, but those have now been acquired by GE Healthcare Bio-Sciences. Bio-Rad Laboratories has two different models, the NGC platform and BioLogic Duo Flow platform. The NGC platform closely resembles the AKTA Purifier system with some minor differences-for instance, the software is different and the computer is built into the unit. The AKTA Purifier 10 system has a detached computer. The BioLogic Duo Flow 10 system has a different design than the AKTA Purifier 10 system. The Bio-Rad Laboratories and GE Healthcare Biosciences parts and software are different and therefore not interchangeable. As the instrument's manufacturer, GE Healthcare Bio-Sciences is the only company with the specialized knowledge, experience, and supplies necessary to properly perform the maintenance. The contractor shall provide the following coverage: 1PM visit; all parts; travel and labor. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00 PM Daylight Savings Time (DST), December 5, 2014 to Ms. Shirlene Smith via email ( ssmith@od.nih.gov ) submission only. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may express interest and provide a capability statement no later than December 5, 2014, 5:00PM.
