Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project for Fall Hazard Mitigation at Dutch Island/Fort Greble - Jamestown, Rhode Island to determine the interest, availability and capability of 8(a), Service-Disabled Veteran-Owned, HUBZone and Small Business concerns as described below. The NAICS code for this procurement is 237990. The estimated construction cost is between $1,000,000 and $5,000,000. The project is planned to be issued on or about June 2015 and the contract performance period is 14 months. Dutch Island lies in Narragansett Bay's West Passage mid-way between Conanicut Island and North Kingstown. The 102 acre island is controlled by the Rhode Island Department of Environmental Management and it is currently uninhabited. The work consists of removal and disposal of one underground fuel storage tank (UST) and one above ground fuel storage tank (AST), investigation of second UST with removal and disposal if confirmed. In addition, the work will require closure of various openings to prevent falls and installation of barricade railing and planting shrubs to mitigate falling hazards on Dutch Island. Throughout the island there are holes, openings and unprotected drops of over 6 feet that constitute falling hazards. Our approved DERP-FUDS projects will implement the following measures: 1.Remove and dispose of one UST, if contaminated soil is present, exercise option to remove soil. 2.Remove and dispose of one AST, if contaminated soil is present, exercise option to remove soil. 3.Investigate one potential UST location. If investigation is positive, option to remove and dispose of UST. If contaminated soil is present, exercise option to remove soil. 4.Close openings at two large cisterns. 5.Mitigate drowning hazards at two reservoirs. 6.Close two openings on roof of coal bunker. 7.Fill pit in front of mine casemate. 8.Fill pit in front of searchlight powerhouse. 9.Remove lower stairs at observation station to mitigate falls. 10.Install approximately 2,600 linear feet of barricade rail to prevent falls over six feet from structures. 11.Plant shrubs to prevent falls over six feet from several magazine entrances. The work will require the contractor to mobilize to, land at and work on the island. The work will require the contractor to clear brush from access roads and around all work areas. The work will require the contractor to implement environmental controls. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications of the team and experience in performing the work requirements stated above. Please include specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last five years. Please indicate the team subcontractors that will be used to support the offeror's effort. Subcontractors may be used to demonstrate the past experience as well. Proof of bonding capability is required. Responses are due December 12, 2014 no later than 4:30PM. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Raushanah Muhammad, Contracts Branch. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one electronic copy (CD). The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
