- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number is RFQ-RT-15-00023 and the solicitation is being issued as a 100% small business set aside Request for Quotation (RFQ) using FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-77. The Environmental Protection Agency (EPA) anticipates that a purchase order will be awarded as a firm-fixed price purchase order using far FAR Part 13 Simplified Acquisition Procedures. The associated North Industry Classification System (NAICS) is 811310 and the size Standard is $7.0M. This procurement is for the acquisition of services to provide preventive maintenance and repair of Biomek FX Dual arm with Span8, Serial No. 501250. Services shall include a thorough cleaning, set-up, alignment, calibration, and then testing of the equipment to ensure that it is fully functional. The following FAR clauses apply to this acquisition: 52.212 4, Contract Terms and Conditions-Commercial Items. The following additional FAR clauses which are cited in clauses 52.212 5 are applicable to the acquisition: 52.219-6 Notice of Total Small Business Set-Aside; 52.219-28, Post Award Small Business Program Representation; 52.222-3 Convict Labor; 52.222-41; 52.222-50 Combating Trafficking in Persons; 52.232 33, Payment by Electronic Fund Transfer- System for Award Management. Technical Capability: (1)Demonstration of Minimum Qualification Requirements: (a)Demonstrated experience in repairing BioMek FX dual arm with Span8 or similar equipment. (b)Certification to provide preventive maintenance and repair to a BioMek FX dual arm with Span 8. (2)Demonstration of ability to complete the repairs within 2 weeks of purchase order award. Basis for Award: Lowest price technically acceptable. All technical questions are to be forwarded through the FedConnect website, under RFQ-RT-15-00023. Questions are due December 3, 2014 by Close of Business (COB). You must email Sid Hunter at hunter.sid@epa.gov to make an appointment to inspect the Biomek FX Dual arm with Span8 at the EPA Laboratory location. All appointments must be made prior to the due date of quotes stated below. ALL FURTHER INFORMATION RELATED TO THIS SOLICITATION WILL BE LOCATED AT THE FEDCONNECT WEBSITE. Please submit copies of the technical and price proposal to U.S. Environmental Protection Agency, RTP Procurement Operations Division, through the FedConnect website, under RFQ-RT-15-00023. Additionally, please complete FAR 52.222-51, Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Requirements, and submit a copy of with your quotation. All offers are due by December 17, 2014 at 12:00 p.m. (noon), EST. No telephonic or faxed requests will be honored. E-mail proposals are not acceptable.
