- Justification & Approval (J&A) Sole Source to BroadVision, Inc. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ) FA8224-15-R-360EAQuickSilver The 309 th Software Maintenance Group (SMXG) is responsible for the Research, Development, Test and Evaluation (RDT&E) and sustainment of the system and subsystems on the F-16 Blocks 30/40/50/EPAF Operational Flight Programs (OFPs). For the past ten years this mission has been accomplished by using the QuickSilver 2.0.0 software licenses purchased in 2004 however, this version has been obsolete for the past year causing instability and feature limitations that has significantly reduced productivity of the mission efforts driving the critical need to upgrade the QuickSilver software licenses to the current version, QuickSilver 3.6. Thus, the acquisition is to purchase 360 QuickSilver 3.6 perpetual software licenses and required software maintenance support. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Subpart 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested parties may submit a capability statement, proposal, or quote in response to this solicitation which will be considered by the Government provided it is received by the solicitation close date and time of 4 December 2014 at 1PM MST. A determination by the Government not to compete this proposed contract action based upon responses to this notice or solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
