Description
11/26/14: The USAMMCE Site Visit briefing and attendee list from 05-06 November has been released. These documents are informational only, and are not part of the Request for Proposal (RFP). ------------------ The U.S. Army Corps of Engineers (USACE), Little Rock District is soliciting proposals for the U.S. Army Medical Materiel Center - Europe Relocation Initial Outfitting Project. This contract is being procured in accordance with FAR Parts 12 and 15. The Scope of Work includes, but is not limited to the relocation and initial outfitting of the U.S. Army Medical Materiel Center - Europe (USAMMCE) from Husterhoeh Kaserne, Pirmasens, Germany to Kaiserslautern Army Depot (KAD), Kaiserslautern, Germany. This contract will include Initial Outfitting - Transition Services (IO-T) and options for Initial Outfitting - Commodities (IO-C). IO-T includes planning services, project management, transition and move planning and execution, refining the existing inventory, CONOPS development, space planning and development of commodities lists and requirements, publication of public information materials (to include new phone numbers, opening hours and changes in the schedule due to transition activities), and execution of public relations events such as ribbon cutting ceremonies. IO-T also includes inventorying all existing systems and commodities to be reused, relocated or disposed; development of Comprehensive Interior Design (CID) package; conducting user interviews; and planning, developing the requirements for all new and reuse commodities, managing the phasing and transition activities, relocation planning and execution, key control, assignment and publishing of new phone numbers, room signage wording, and disposal of old equipment and furniture through Government channels (DRMO). IO-C includes the procurement, delivery, receiving, secure warehousing/ storage, moving, installation, data entry, testing, inspecting, labeling, excessing and proper disposal, certification and warranting of all commodities planned during IO-T. Prior to a submission of an offer, the Offeror must be registered and have an active, valid registration in the System for Award Management (SAM) database. The Government conducted a Pre-Proposal Conference and Site Visit on 05-06 November 2014 in Pirmasens and Kaiserslautern, Germany. Attendance at the site visit is not required to submit a proposal. This solicitation package contains all the information necessary to submit an offer. Please check FBO.gov daily under this solicitation notice number for any solicitation amendments. Award will be based on a Best Value, Lowest Price Technically Acceptable Source Selection Process, IAW FAR 15.101-2. All offers must be received by 2PM Central Standard Time on Thursday, 18 December 2014. Due to the large number of attachments to the solicitation, all attachments can be downloaded from the AMRDEC Safe Site. For access to the AMRDEC Safe Site, please email the contract specialist your name, company name, email address, and telephone number. It is recommended that each company provide at least two individual's information, as the AMRDEC Safe Site only allows access to download the documents one time. Once your request has been submitted, the contract specialist will grant you access by sending you a link and pass code to access the information.
