- SUBJECT: MILE POINT TRAINING WALL RECONFIGURATION, DUVAL COUNTY, JACKSONVILLE, FLORIDA SOLICITATION NUMBER: W912EP-15-R-0004 RESPONSE DATE: 13 February 2015 CONTRACT SPECIALIST NAME & PHONE NUMBER: Tedra N. Thompson, (904) 232-2016 DESCRIPTION OF WORK: The project consists of constructing approximately 4,000 feet of a new West Leg Training Wall, removing approximately 3,300 feet of the westerly end of the existing training wall to elevation -12 feet MLLW, constructing approximately 2,100 feet of a new East Leg Training Wall, and dredging the confluence area to elevation -12 feet MLLW and the Flow Improvement Channel to elevation -6 feet MLLW plus 1-foot allowable overdepth. All satisfactory stone material recovered from the existing training wall will be reused in the East Leg Training Wall. All remaining material will be placed and contained in the Great Marsh Island Placement Area (Great Marsh Beneficial Use Site) unless otherwise specified. Additional work includes clearing and grubbing, marine animal monitoring, bird monitoring and turbidity monitoring. Work also includes demolition of U.S. Coast Guard structure foundations and coordinating with the U.S Coast Guard to allow its crews to remove and reinstall three (3) aid-to-navigation (ATON) structures. The work is located at the intersection of the St. Johns River and Intracoastal Waterway (IWW) on the Pablo Creek side, Duval County, Florida. Helen Cooper Floyd Park (3958 SR-A1A, Jacksonville, FL 32233) is a peninsula located southwest of Mayport, FL and can be reached by State Road A1A. Marine traffic may access project areas via the Intracoastal Waterway and St John's River (Jacksonville Harbor). PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated in the areas of technical merit, past performance, small business participation and price. Magnitude of construction is between $25,000,000.00 and $50,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE. The solicitation will be issued on or about 15 December 2014 with a response date of 13 February 2015.
