- ***TCAQ had tentatively scheduled a pre-proposal conference for Tuesday, 9 Dec 14. This conference has been postponed. TCAQ will follow up at a later date advising of a revised conference date and time. This is a presolicitation notice for U.S. Transportation Command's (USTRANSCOM) upcoming requirement to procure the delivery of perishable and non-perishable subsistence products from San Francisco, California to various destinations in the Pacific to include Japan (including Okinawa), South Korea, Guam, Singapore, Philippines, and Alaska. The specific agencies primarily supported by this contract are the Defense Commissary Agency (DeCA) and the Defense Logistics Agency (DLA); however, other DoD customers may use this contract as requirements dictate. The scope of work requires the contractor to make available a facility in California to receive, sort, cool (if required), and pack and palletize Government-furnished subsistence products delivered by third-party suppliers. Overpacking includes appropriate packing methods to ensure cold chain integrity and customs clearance requirements. The contractor shall provide end-to-end transportation of the shipment from the packaging facility to various end customers. Transportation services include scheduled, time definite, door-to-door delivery, customs processing and clearance, use of the Government Approved Third Party Payment System (GTPPS), commercially available intransit visibility, and appropriate measures for maintaining appropriate temperature integrity as applicable for the individual shipment contents. The shipment contents primarily include Fresh Fruits and Vegetables (FF&V), bagged salad, chilled fish, chilled meat, frozen processed foods, and dry subsistence. The primary objective of this requirement is to transport subsistence goods from point to point while maintaining the shipment contents' temperature integrity and ensuring the highest quality and freshness at delivery destinations. The period of performance will consist of a one year base period effective 1 October 2015 through 30 September 2016, four (4) one-year option periods effective 1 October 2016 through 30 September 2020, and one six-month option to extend services. Interested offerors must participate in the Civil Reserve Air Fleet (CRAF) program and maintain CRAF status throughout the duration of the contract. A class Justification and Approval (J&A) document encompassing this program, which authorizes other than full and open competition was approved on 3 October 2013. It is the Government's intent to award one (1) Indefinite Delivery Requirements contract. *********************************** ***TCAQ had tentatively scheduled a pre-proposal conference for Tuesday, 9 Dec 14.
