- The NAVSUP Fleet Logistics Center (FLC) Norfolk, VA 23511-3392 intends to negotiate a 100% small business set-aside contract with Firm Fixed-Price (FFP) provisions for mail management support services as required by the Naval Supply Systems Command NAVSUP Fleet Logistics Center Norfolk Postal Operations Branch, Norfolk, VA. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 “ Acquisition of Commercial Items, FAR Subpart 13.5 “ Test Program for Certain Commercial Items, and FAR Subpart 19.5 “ Set Asides for Small Business. The resultant FFP contract will contain a 9-month period of performance that will commence on or about 1 January 2015 and conclude on 30 September 2015. The North American Industry Classification System (NAICS) code for this acquisition is 561210 “ Facilities Support Services, the Size Standard is $38.5M. A complete Request for Quote package will be available for downloading at the NECO Website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 25 November 2014. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-999-227-2423, or via the Internet at https://www.sam.gov/portal/public/SAM/.
