- Implementation of the Public Water Systems Supervision (PWSS) and Underground Injection Control (UIC) Programs IGF::CL::IGF Pre-Solicitation Notice The United States Environmental Protection Agency (EPA), Office of Water (OW), Office of Ground Water and Drinking Water (OGWDW) Drinking Water Protection Division (DWPD) has a requirement entitled, "Technical Support for Implementation of the Safe Drinking Water Act." This requirement will support EPA OGWDW DWPD in its efforts to develop and implement regulations and carry out the requirements for SDWA implementation. The successful contractor will be required to develop or revise Drinking Water Standards and Rulemakings, support states, tribes, and water systems in implementing standards and regulations, promote sustainability of drinking water infrastructure, protect sources of drinking water from contamination, and information management. Activities in support of this contract may include the following: Developing or Revising Drinking Water Standards and Rulemakings: provide technical support I the development and revision of Drinking Water Standards and Rulemakings through data collection and analysis; risk evaluation, assessment, and communication; occurrence studies; and economic analysis Supporting States, Tribes, and Water Systems in Implementing Standards and Regulations: provide technical support to ensure states, tribes, and owners and operators of public water systems have the tools to achieve full and effective implementation of drinking water standards and the highest possible rate of compliance with those standards; conduct reviews and analysis, and recommendations on effectiveness of State enforcement of SDWA regulations and programs, conduct assessment, analyses, and data verifications to determine effectiveness of State programs in implementing national guidance and SDWA regulations and programs; conduct visits to public water systems and UIC wells (collect and analyze information to develop national statistics, assess compliance, and identify compliance trends); conduct Sanitary Surveys, Comprehensive Performance Evaluations, and inspections and assessments to ensure that systems are operating properly. Provide specialized technical support: pro vide expert assistance/testimony in EPA enforcement cases; provide technical support to the laboratory certification program by evaluating the qualifications of prospective laboratories; conduct Comprehensive Performance Evaluations in support of Regional, State, and Area Wide Optimization Programs; Conduct fact finding and provide documentation of State and Regional PWSS Program and UIC Program requirements and implementation. Provide support for guidance, issue paper development, and best management practices development. Promoting Sustainability of Drinking Water Infrastructure: provide technical support to ensure sustainability of drinking water infrastructure through effective management processes, further development of coordinated approaches to improving access to safe drinking water, and assisting the EPA in encouraging water system owners and operators to adopt sustainable management practices. Provide technical support for the development, implementation and evaluation of the State Revolving Fund (SRF) program at the Federal level and in all participating states. Provide support in capacity development and operator certification. Assess small system sustainability and the ability to comply with drinking water regulation. Protecting Sources of Drinking Water from Contamination: reviewing ground water sources of drinking water to determine direct influence of surface water required by the Surface Water Treatment Rule, assisting in incorporating source water protection, review of the Underground Injection Control (UIC) No-Migration Petition Support. Information Management Support: provide technical support to states, regions and authorized tribes as they manage their SDWA programs by utilizing the Safe Drinking Water Information System (SDWIS) and the National Underground Injection Control Database (NUICD); survey and information collection; information analysis support. Ancillary Support: provide ancillary support for the effective implementation of products developed, provide technical, logistical and administrative support in the planning and execution of workshops, conference, training sessions, symposia, and public meetings, develop training and presentation materials; presentation support; communication and outreach. Primacy Technical Support: provide technical support to assist states, tribes, and owner-operators of municipal water systems to adopt sustainable management practices for managing PWSS and UIC Programs, ensure effective implementation of drinking water standards, and support the highest possible rate of compliance with those standards; state and tribal primacy support; technical support for state/tribal primacy withdrawal. Compliance with Information Technology Requirements: complying with all EPA Policies for Information Resources Management, Federal Information Processing and Standards (FIPS). This procurement will be issued on a Full and Open competition basis. It is anticipated that a Cost-Plus-Fixed-Fee/Level-Of-Effort contract will result from the award of this solicitation. The base period is expected to begin July 1, 2015. The base period and each available option period will consist of 70,000 base direct labor hours and 70,000 in available quantity options. It is anticipated that the contract will have one (1) base period with six (6) option periods consisting of 12 months each for a total maximum potential performance period of seven (7) years and a total of 980,000 direct labor hours. The applicable NAICS code is 541611 with a size standard of $14M. The Agency has determined that the following entities may have significant organizational conflicts of interest: - Entities that own, operate, or invest in waste management/waste disposal firms (WM/WD). - Third party standard setting organizations. - Entities that manufacture Point-of-Use/Point-of-Entry (POU/POE) treatment devices. - Entities that manufacture or sell water treatment equipment or chemicals. - Entities that produce and distribute bottled water for sale. - Entities that own or operate community water systems. - Entities that own or operate Underground Injection Control (UIC) wells. However, with proper disclosure and appropriate action, an offeror could avoid, mitigate, or neutralize the potential conflict, therefore, no offerors are restricted from submitting a proposal. It is estimated that the solicitation will be available on or around January 16, 2015 and that proposals will be requested in 30 days after issuance of the solicitation. All responsible sources that submit a proposal will be considered by the agency. A copy of the Performance Work Statement will be included as an attachment to the solicitation.
