- The Social Security Administration (SSA) intends to negotiate solely with Vocus, Inc., located at 12051 Indian Creek Ct, Beltsville, MD 20705-1246 for renewal of software maintenance under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) " Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Vocus, Inc.'s proprietary Public Relations Enterprise Edition, Advanced Analytics, Email Campaigns, and Publicast Broadcast Fax for Vocus Public Relations' software and maintenance is only available from Vocus Inc. who is the sole source provider of the required software maintenance. Only Vocus, Inc. has access to the source code necessary to provide the required maintenance subscription composed of version upgrades, updates, bug fixes, patches,and telephone/internet support. SSA intends to establish a five-year firm fixed-price purchase order for Vocus, Inc. proprietary software maintenance with a period of performance consisting of a five years. Written responses to this Notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. Submissions shall not exceed 5MB. This is not a request for quotation. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of the information received. All submissions in response to this notice must be submitted in writing via email to Sherrie Williams at sherrie.williams@ssa.gov no later than 12:00pm, Friday, December 05, 2014. Telephone calls regarding this matter will neither be accepted nor returned.
