- Description
- NASA/MSFC has a requirement for access to the Santa Susana Field Laboratory (SSFL) to fulfill requirements for environmental remediation services. NASA/MSFC intends to obtain utilities and reimbursable expense items by sole source contract with The Boeing Company (Boeing) based upon the fully executed Access Agreement between NASA/MSFC and Boeing dated September 30, 2014, and continuation of services provided under previous sole source contract since 2008. The utilities and reimbursable expense items are associated with the SSFL in the state of California. NASA/MSFC is under Administrative Order on Consent for Remedial Action, State of California, Environmental Protection Agency, Department of Toxic Substances Control, most recent order signed December 6, 2010, for the mandated cleanup of soil of the NASA responsible portion of SSFL. The NASA portion of SSFL is accessed by crossing over the Boeing owned portion and therefore in order to continue fulfilling NASA/MSFC requirements we must have access to the facility. Therefore, NASA/MSFC intends to purchase the utilities and reimbursable expense items from Boeing. The Government does not intend to acquire a commercial item using FAR Part 12. This synopsis is for information only.Due to the nature of the environmental remediation effort ongoing at SSFL, Federal and State environmental laws require remediation of the affected areas followed by a period of monitoring. California law requires that remediation be sustained, without cessation, through completion.In order to continue NASA/MSFC efforts through to completion we must maintain our access to the facility.
