ZACCARINE Address: CECOM, Logistics and Engineering Operations Directorate, APG, MD 21005-1846 Sources sought for aircraft radio installation and testing. US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) is seeking sources able to provide the services and a non-binding Rough-Order-of-Magnitude (ROM) for the tasks described in the attached Performance Work Statement. The services are for a Foreign Military Sales case. Sources and ROM estimates are sought for installation of 44 Government-furnished HF radios into various fixed and rotary wing aircraft at a foreign location, using Government-furnished installation kits. Logistic, materiel, and tool support will be provided by the foreign government, as well as personnel accommodations. The effort is projected to be in three stages: a contractor site-survey (to be included in the ROM); an initial install, test, and report on radio installation onto one fixed-wing and one rotary-wing aircraft; and (based on favorable results from the second stage) subsequent installations on remaining aircraft. Answering this Market Survey The response should be an assessment of the contractor's ability to provide radio installation services, write test plans, perform testing, and report test results. A rough order of magnitude estimate of cost is required for US Government planning purposes. Responses are suggested to consist of 1 to 3 pages describing the contractor's capabilities, and another 1 to 3 pages outlining a high-level task structure supporting a ROM estimate. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The Government may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. All responses to this market survey must be received 17 December 2014 at 4:00 PM CST. Please include the announcement number in your e-mail.
