- This NOTICE OF INTENT TO AWARD A NON COMPETITVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The authority for this award is FAR 13.106-1(b), soliciting from a single source; Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Chief Information Officer (CIO)/Operations Technology Management (OTM) /Applications Systems (AS) provides applications and software support to Office of Personnel Management (OPM) by managing OPM's core business applications, supporting program offices and e-Government initiatives. Specifically, CIO has a requirement for IBM Daeja ViewOne Professional software maintenance and support. OPM intends to issue a contract to International Business Machines (IBM), PO Box 643600, Pittsburgh, PA 15264-3600, to provide IBM software subscription and support renewals for a period of one (1) year for the following software: ViewONE Pro Annotations Module Legacy Website ViewONE Pro Document Streaming Server Module Legacy Website ViewONE Pro Legacy Website Annual SW ViewONE Pro PDF Module Legacy Website ViewONE Pro Permanent Redaction Server ViewONE Pro Professional Print Accelerator Module Legacy IBM is the only known authorized vendor that can maintain or repair the IBM Daeja ViewOne Professional software. The North American Industry Classification System (NAICS) Code for this requirement is 511210. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Lucy B Tascone, lucy.tascone@opm.gov, within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to International Business Machines.
