Statement of Work "National Nanotechnology Initiative (NNI) at the National Science Foundation (NSF) Consulting Services" DACS15P0001 Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and is being issued as a Request for Quote (RFQ). Quotes are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-76 are incorporated into this RFQ. THIS IS A SMALL BUSINESS SET ASIDE. The NAICS code is 541 - Professional, Scientific, and Technical Services/541690 - Other Scientific and Technical consulting Services. The size standard for a small business order NAICS 541690 is $15 million. Objective: The NSF is seeking to secure consultant services to develop a comprehensive report on the output of NNI at NSF in response to a request from the Office of Management and Budget (OMB). The period of performance is date of award through September 30, 2017. A Statement of Work describing our requirement is attached. Terms and conditions will be negotiated with the selected vendor. Award will be made to the firm whose quote is determined to be the most advantageous to the NSF. In addition to price, NSF will consider the resumes of the proposed staff, and qualifications of the firm to perform this effort. Submission of Quote: Firms interested in this requirement are requested to submit a quote (with pricing for the effort) and a brief capability statement (to include resumes of proposed staff), via email to lorrell@nsf.gov, no later than Wednesday, December 10, 2014, at 3:00 PM, EST. No faxes will be accepted. The email subject line should reference: RFQ DACS15P0001 - NNI Consulting Services. Pricing is to be based on an estimated level of effort of 340 hours per year. Late quotes will be subject to the terms of FAR Provision 52-212-1 as incorporated below. As provided in 52.212-1, quoters shall provide a technical description of the items being offered in sufficient detail to allow the NSF to evaluate compliance with the requirements in this solicitation. Firms interested in this requirement are requested to submit a quote (with pricing for the effort on a Time and Materials basis) and a brief capability statement (to include resumes of proposed staff). The estimated level of effort for this requirement is 340 hours per year. Propose rates for the Base Period and two Option Years. Terms and conditions will be negotiated with the selected vendor. Award will be made to the firm whose quote is determined to be the most advantageous to the National Science Foundation (NSF). In addition to price, NSF will consider the resumes of proposed staff and the qualifications of the firm to perform this effort.
