This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. Contracting Office Address: Department of Veterans Affairs (VA) SAO East PCOE St. Louis Contracting Office 11152 Towne Square St. Louis, MO 63123-7813 VA Point of Contact: Stephanie Farrell Contract Specialist 314-894-6656 Ext. 65103 Stephanie.Farrell@va.gov OBJECTIVE: The Veterans Health Administration (VHA), a component of the Department of Veterans' Affairs, is seeking potential sources capable of providing industrial engineering services to Veterans Engineering Resource Centers (VERCs) throughout the United States. The purpose of this unclassified request for information (RFI) is to obtain information from academic institutions that can facilitate industrial engineering expertise through its faculty and students for projects designated by VERCs in consultation with national and Veterans Integrated Service Networks (VISN) leadership. The intent of this RFI is to identify engineering and medical education institutions with significant experience in applying systems engineering to healthcare. Services will be needed starting July 1, 2015 thru September 30, 2020. The academic institution must be: 1.A four-year undergraduate or graduate academic institution that has an ABET (Accreditation Board for Engineering and Technology ) accredited academic program in Industrial Engineering, Systems Engineering, Mechanical Engineering or Biomedical Engineering AND that has faculty who have experience in applying systems engineering or operations research methods in healthcare settings 2.OR, an ACGME (Accreditation Council for Graduate Medical Education) accredited medical school that has a post-graduate education program engaged in the application of systems engineering to the improvement of patient care If you are interested in participating in this market research, please respond by e-mail no later than 2:00 PM CT on or before Friday, December 5, 2014 with responses to the attached questions. 1. Specific Response Instructions: All correspondence relating to this (RFI) shall be submitted via email to the Contract Specialist (Stephanie Farrell) who issued this (RFI) at Stephanie.Farrell@va.gov. Please submit your (RFI) response in accordance with the following: a.All (RFI) submittals are to be no more than 20 pages in length, excluding the title page of the (RFI) document. The (RFI) document shall include the name of your institution, a legitimate email address and phone number of the appropriate Point of Contact (POC) for your institution, who will be managing this (RFI) process. Title the "subject line" of the e-mail "2015 VERC Market Research" and add the academic institution's name. b.Any and all questions relating to this (RFI) shall be submitted to the Contract Specialist (Stephanie Farrell), at Stephanie.Farrell@va.gov AND Contracting Officer (Linda Robertson), at Linda.Robertson3@va.gov no later than 12:00 PM CT on or before Monday, December 1, 2014. c.The issuing Contract Specialist shall post all questions received and the answers provided by the Department of Veterans Affairs to the entire pool of participants for this (RFI), no later than 3:30 PM CT on or before Wednesday, December 3, 2014. d.All (RFI) responses shall be submitted to the Contract Specialist (Stephanie Farrell), at Stephanie.Farrell@va.gov AND Contracting Officer (Linda Robertson), at Linda.Robertson3@va.gov, no later than 2:00 PM CT on or before Friday, December 5, 2014. 2. Information Requested: Interested academic institutions shall submit the following information: a. Provide the Department's name and POC information b. Indicate whether your institution has ever provided engineering services to the federal government. 3. Capabilities/Qualifications: Provide answers to the questions in Attachment 1. Your response should be formatted as follows: single-spaced, Times New Roman 12-point font, one-inch margins. Your document must be compatible with MS Office Word 2010. Failure to respond will not affect future opportunities, however; only those vendors who respond will be permitted to participate in individual discussions with the government. This RFI will be the basis for collecting information on services available. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation.
