- MARKET SURVEY ANNOUNCEMENT ENVIRONMENTAL ANALYSIS AND NEPA DOCUMENTATION FOR NEXTGEN AIRSPACE AND OPERATIONAL CHANGES This market survey announcement is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.2.1. This is a market survey. This is not a Screening Information Request (SIR) or Request for Proposal (RFP) of any kind. The responses to this market survey will be used for informational purposes only. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submittal is solely at the interested vendor s expense. The nature of the competition, if any, has not been determined and this announcement is not a guarantee that a procurement will occur. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. I. BACKGROUND In designing or redesigning airspace and/or procedures for use in the National Airspace System (NAS), prior to implementation, the FAA must comply with the National Environmental Policy Act (NEPA), and with other applicable environmental regulations. Several Offices within the line of authority of the Air Traffic Organization (ATO) Vice President of Mission Support have projects, which require environmental compliance. The FAA has a requirement for services to assist in analyzing the potential environmental impacts airspace and/or procedural design proposals and in documenting, as appropriate, the analyses through a documented Categorical Exclusion (CATEX), Environmental Assessment (EA), a Written Re-evaluation of an EA (WREA), an Environmental Impact Statement (EIS), or a Supplement to an EIS (SEIS), and with the decision documents a Finding of No Significant Impact (FONSI) and/or a Record of Decision (ROD). Depending on schedule and budget the ATO anticipates completing EAs at several multi airport, large scale airspace design locations, including but not limited to: Chicago Metroplex Memphis Metroplex Boston Metroplex Las Vegas Metroplex The ATO may elect to conduct airspace redesign for New York/ New Jersey/ Philadelphia as an additional Metroplex project. Such a project will require completion of an EIS. The ATO also anticipates the need for up to three additional airspace projects involving only single airports at various locations throughout the country. These projects will involve the design of a small number of instrument flight procedures that require the completion of EAs. II. PURPOSE The purpose of this market survey is to determine the capability and capacity of industry to perform the full requirements in the attached Statement of Work (SOW). The anticipated period of performance for this potential contract opportunity is five (5) years. III. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The Principal North American Industry Classification System (NAICS) code for this requirement is 541620 Environmental Consulting Services. IV. INTERESTED PARTIES IN POTENTIAL CONTRACT OPPORTUNITY All interested vendors in the contract opportunity must respond with the following: A.A written Capabilities Statement. This document must include: 1.Evidence of your companies qualifications and capabilities to provide the full scope of all required services as identified in the SOW (Attachment a). 2.One or two examples of past performance on engagements of similar size, complexity and scope. These examples should include the client s name and address, a description of the work, period of performance, type of contract, total dollar value of the contract and a point of contact name and phone number. Please limit each example to one page. 3.Expected/anticipated programmatic approach (in-house, teaming, subcontracting, joint venture, mentor-protégé etc.) - Respondents should provide their strategy for accomplishing this work, including the percentage of work that will be done by planned prime contractor as well as eligible small, service-disabled veteran-owned, and 8(a) certified subcontractors. 4.Geographical areas where your company can provide services. B.A completed Business Declaration Form. C.If a small business, a copy of the firm s SBA 8(a) Certification Form and/or proof of service-disabled veteran-owned small business status (if applicable). All responses to this Market Survey must be in typewritten, on company letterhead, and must be in full compliance with the required information outlined above. Please note that the FAA e-mail server restricts file size to 10MB per email message. There is no page limit for responses. Submissions must be emailed to: troy.dorsey@faa.gov All submissions must be received by 5:00 p.m. Eastern Time on December 17, 2014. Submissions must include company point(s) of contact, telephone number(s), FAX number(s), e-mail address (es) and mailing address. Responses will not be returned. Any questions must be submitted in writing to the Contract Specialist by December 3, 2014. The FAA reserves the right to provide responses to submitted questions publicly. Any proprietary or confidential information contained in the market survey submissions should be appropriately marked. VII.
