- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is NOT a request for proposals or qualifications. This notice does not represent a commitment by the government to issue a solicitation or award a contract. This is a request for information/market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration (GSA) is constructing a Memorial to Dwight D. Eisenhower in Washington DC. The project includes an electronic component that will be available via hand held devices and a web-site. The Eisenhower E-Memorial shares the Eisenhower legacy through seven original Pivotal Moment films, which chronicle turning points in Eisenhower's life. As a classroom supplement to these Pivotal Moment films, the EMC is seeking a source to develop educational resources based on the seven Pivotal Moments. The scope of this work would include: A. Development of seven (7) curriculum units for educators and the general public, one for each of the "Seven Pivotal Moments" that will be highlighted on the Eisenhower E-Memorial (EisenhowerMemorial.gov). A curriculum unit is defined as a collection of 2-3 lesson plans for teachers and a collateral package that includes 3-5 essential questions which define and frame the topics in each unit, a comprehensive listing of related source links, and multiple classroom-ready activities tied to each unit. The goal of these units is to provide educators a way to leverage the Pivotal Moment films as effective classroom tools which integrate into American history curriculum. One example of a Pivotal Moment exists on the website above for reference. B. Planning, outline, and content development of an interactive timeline of Dwight Eisenhower's life and relevant American history including historical information, context, academic scholarship, video, and images from the Eisenhower Library and other resource collections as appropriate. This market research is being conducted under North American Industrial Classification System (NAICS) code 611710 - Educational Support Services. The small business size standard for this NAICS code is $15.0 million. This Sources Sought encourages maximum participation of interested Small Business companies. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Please note: All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. If you are an interested firm, please provide a Written Letter of Interest, company brochure or literature (if available), and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1. Is your firm capable of developing such educational materials? If yes, please provide a description of your capabilities, summary of staff qualifications and resources, and experience developing educational materials with a foundation in 20th Century American history. 2. Has your firm developed materials for use in classrooms, grades 7-12, with a focus on 20th Century American and presidential history? If yes, please provide two references. The Written Letter of Interest must contain the following elements, at a minimum: 1. Name and address of company (inclusive of phone and fax numbers); 2. Name and email address of Individual within the company who will be the contact person, if the Government requires additional information; 3. Tax Identification Number, Dunn & Bradstreet No.; 4. North American Industry Classification System (NAICS) code(s) under which company operates; The Government will review each response and will use the information it receives in response to this source sought notice as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only.
