It provides technical and financial assistance to eligible landowners to address wetland, wildlife habitat, soil, water, and related natural resource concerns on private lands in an environmentally beneficial and cost-effective manner. The program provides an opportunity for landowners to receive financial incentives to restore, protect, and enhance the Flood Plain Easement. On October 29, 2012 Super storm Sandy caused widespread destruction along the eastern Atlantic coast. CT, NJ, and NY were especially hard hit by storm surge flooding. The federal government funded the EWP-FPE with the purpose to mitigate the effects of future storms. Purchasing EWP-FPE conservation easements mitigates the effect of future storms by 1) preventing future building in flood prone areas, 2) helps people with flood damaged homes move to a less flood prone area so they won't be there when the next storm hits, and 3) restores the floodplain to its original condition as best practical, which helps mitigate storm surge. The EWP-FPE conservation easement can be in perpetuity or for 30 years. In addition to purchasing interests in land, USDA pays up to 100 percent of the cost of restoring the wetland. SCOPE: The Contractor shall furnish all labor, equipment, transportation, permits, testing and incidentals necessary for the performance of the work specified in this Statement of Work. This work will be performed in accordance with this Statement of Work. TASKS Conduct a Pre-Acquisition Environmental Data Base Search in accordance with 40 CFR 312 and 33 CFR 137 (consistent with ASTM Standard 1527-05) on the parcels identified and included on the attached. The overall purpose of the Pre-Acquisition Environmental Data Base Search is that the Agency needs to know the full range of "environmental issues and liabilities" associated with the parcel(s). The Agency requires identification of the environmental issues and liabilities with the parcel beyond those associated with Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) liabilities and petroleum products. These environmental issues and liabilities include, but are not limited to, those issues and liabilities under the Resource Conservation and Recovery Act (RCRA), the Safe Drinking Water Act (SDWA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Toxic Substance Control Act (TSCA). These issues and liabilities include, but are not limited to, asbestos containing material, radon, lead-based paint, non-hazardous solid waste disposal areas, waste water disposal systems, drinking water systems, drinking water and/or other wells. The contractor shall provide a written report for the environmental concerns listed above. If no web based records can be found for any one of the specific environmental concerns listed the report needs to state this. The contractor will need to state the minimum search distance used for each environmental concern reviewed, number of sites identified, if subject property is listed, and if there is any concern to property. The written report should also describe what resources were used in gathering the environmental information and website(s) where information was found. The written report is to be completed and returned to the State Contracting Officer.
