- Combined Synopsis/Solicitation: OCEAN FREIGHT SHIPPING SERVICE 1. GENERAL This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA261-15-Q-0088 and is issued as a Request for Quote (RFQ). No telephone requests for information will be accepted. This procurement is set-aside 100% for Small Business. The applicable North American Industry Classification System (NAICS) Code is 488510, Freight Transportation Arrangement and the Small Business Size Standard is $25.5 million. OFFERORS MUST STATE THEIR BUSINESS SIZE when submitting their offer AND if the item is on a FSS/GSA schedule awarded to the Offeror, include the schedule information on your offer. A single award will be made as a result of evaluation of offers. Offer must be good for 30 calendar days after the close of this Combined Synopsis/Solicitation. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. LINE ITEMS ITEM NODESCRIPTION OF SUPPLIES/SERVICESQTYUNITUNIT PRICEAMOUNT 1Shipping services (Ocean Freight) of palletized boxes from Manila, Philippines to VA Records Center and Vault (RC&V), 11693 Lime Kiln Drive, Neosho, MO 64580, FOB Port Manila to Door in VA RC&V, Neosho, MO, in accordance with the Statement of Work1LT STATEMENT OF WORK Shipping Services The Department of Veterans Affairs Manila Regional Office (VA MRO) has a requirement for Ocean Freight Shipping Service of palletized boxes from Manila, Philippines to VA Records Center and Vault (RC&V), 11693 Lime Kiln Drive, Neosho, MO 64580, FOB Port Manila to Door in VA RC&V, Neosho, MO. Contents of palletized boxes will include cardboard file storage boxes containing paper files and documents. Pallets will be loaded with up to 60 boxes per pallet. Each box weighs approximately 32 pounds and measures 14-3/4" x 12" x 9-1/2". An estimate number of 434 boxes, distributed among eight (8) pallets will be shipped. Shipment weight is approximately 9,600 pounds. Total shipment cubic volume is approximately 391 cubic feet. Estimated shipment valuation is at $14,130.00. Pallets will be filled and shrink-wrapped by Department of Veterans Affairs (VA) contractor and delivered to the designated shipping agent's facility in Manila, Philippines. Contractor shall demonstrate the capability to provide shipping services as a freight forwarder and motor common carrier of freight to ensure that the shipment and documentation remain in one company's control from origin through to the destination. Contractor shall designate an ocean carrier/co-loader partner located in Manila, Philippines to facilitate export documentation and ocean freight transportation. VA will provide the VA Commercial Bill of Lading for the shipment. Shipping services shall include, but is not limited to the following: -Coordinate export documentation and import shipping arrangements -Provide ocean freight (use of U.S. flag commercial vessel is required) utilizing a 40' container -Provide ground transportation from Manila, Philippines through final destination delivery to the VA RC&V -Provide cargo liability coverage for the shipment -Partner with a US Customs Broker to facilitate release of the shipment Offerors shall submit the following information with their offer: -Name, address and point of contact of the offeror's designated agent located in Manila, Philippines -Name of US Customs broker that will facilitate release of the shipment -Name and address of the partner company that will provide the ocean freight service using a U.S. flag commercial vessel -Partner with a US Customs Broker to facilitate release of the shipment -Proposed shipping and delivery schedule to ensure delivery is completed within the period of performance 3. DATE AND PLACE OF DELIVERY AND ACCEPTANCE Period of Performance: January 5, 2015 - February 27, 2014 Deliver to: VA Records Center and Vault (RC&V) 11693 Lime Kiln Drive Neosho, MO 64580 4. APPLICABLE PROVISIONS AND CLAUSES The following FAR and VAAR provisions and clauses are incorporated into this solicitation document by reference: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (of which 52.222-3, 52.22219, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-18, 52.225-1, 52.225-13 and 52.232-34 are applicable); FAR 52.247-64, Preference for Privately-Owned U.S. Flag Commercial Vessels Alternate II and VAAR 852.246-70, Guarantee. OFFEROR ATTACHMENTS Offerors shall submit the following information with their offer: -Name, address and point of contact of the offeror's designated agent located in Manila, Philippines -Name of US Customs broker that will facilitate release of the shipment -Name and address of the partner company that will provide the ocean freight service using a U.S. flag commercial vessel -Partner with a US Customs Broker to facilitate release of the shipment -Proposed shipping schedule to ensure delivery is completed within the period of performance 6. EVALUATION FACTORS The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following will be used to evaluate offers: a.Technical -Capability to provide shipping services from Manila to Neosho, MO in accordance with the Statement of Work -Capability to complete shipping and delivery within the designated period of performance b.Price 7.OFFEROR INSTRUCTIONS The Government intends to issue a firm fixed price purchase order.
