- This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price order to Signet Technologies, Inc., for the Enhanced Service Customer Service Plan for the integrated Lenel OnGuard Security Management Systems at SSA's Crystal City Virginia location. The Office of Disability Adjudication and Review (ODAR), Division of Security will use this service and maintenance plan, for SSA's Crystal City security upgrade project. Under Federal Acquisition Procedures (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements, portions of each system are under warranty by Signet Technologies, Inc. and having another vendor work on the Crystal City System would void existing warranties. The Enhanced Service Customer Service Plan is available from Signet Technologies, Inc. and procuring the service and maintenance plan from them will not void any warranties. The period of performance will be for seven months, beginning January 1, 2015 through July 31, 2015. The Signet Technologies, Inc. is to provide all labor and materials necessary to support and maintain security system and associated components located at Office of Disability Adjudication and Review 5th, 6th, and 8th floors, 2121 Crystal Drive, Arlington, Virginia 22202. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by 3:00PM EST on 12/01/2014, negotiations will be conducted with Signet Technologies, Inc. as the only source and a delivery order will be issued without any additional notices being posted.
