- Terminal Flight Data Manager(TFDM) Draft SIR: DTFAWA-15-R-00002 1. FAACO ANNOUNCEMENT: This Draft Screening Information Request (DSIR) announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This announcement is NOT a Screening Information Request (SIR) or a Request For Offer (RFO). The FAA is not seeking, nor accepting, unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing any response to this Draft SIR. Any costs associated with this Draft SIR are solely at the interested vendor ™s expense. 2. PURPOSE: The purpose of publishing this Draft SIR is to allow Industry the opportunity to review and provide input on the planned Terminal Flight Data Manager(TFDM) Final Screening Information Request. This is an effort to promote continual open communications with Industry in the hopes of improving the quality of the Final Screening Information Request. The FAA anticipates releasing a Full & Open Competition, with a mixture of pricing CLINS, and an anticipated period of performance of approximately twelve (12) years consisting of potentially a (5) year base and (7) one year options. The FAA based the release on consolidated feedback from RFI #2, DTFAWA-13-R-00013, dated 4/11/2013, RFI #3, DTFAWA-14-R-00012, dated 06/09/2014, FAA ATO Technical Industry Forum, dated April 23 & 24, 2014 and Industry Outreach, dated October 2, 2014. RFI #2, DTFAWA-13-R-00013 and RFI#3, DTFAWA-14-R-00012 may be viewed on the Federal Aviation Administration Contract Opportunities web page: https://faaco.faa.gov Presentation Slides from the FAA ATO Technical Industry Forum, dated April 23 & 24, 2014 and Industry Outreach, dated October 2, 2014 may be viewed on the FAA TFDM web site: http://www.faa.gov/about/office_org/headquarters_offices/ato/service_units/pmo/proj/tfdm/ 3. INDUSTRY RESPONSES TO DRAFT SIR: Industry responses may consist of both questions and or comments pertaining to the Draft SIR and its attachments. All responses must be received in a matrix format as identified below. Any responses received from Industry that is not in the matrix format may be at risk of not being addressed. Phone calls and or unannounced visits will not be accepted. The FAA requests that a Matrix format be used. The matrix will allow for traceability to the key area(s), reducing any confusion or misunderstandings. The MATRIX should reflect the following Columns across the top: * Attachment or Doc Reference * Page or Reference * Question / Comment * FAA response *** One Question or Comment per line All responses must be emailed to the Contracting Officer, (CO) Leslie Fisher, leslie.fisher@faa.gov, between December 1, 2014 and January 2, 2015. The FAA-TFDM Program Office and Contracting Officer will make every effort to address all responses received from Industry. Those responses received after 12 noon,Eastern Time on Friday, January 2, 2015 may be addressed at a later time if time permits. Draft SIR Release: November 21, 2014 Draft SIR Close: January 2, 2015 @ 12 pm 4. SCHEDULING ONE-ON-ONE MEETINGS The FAA intends to set aside the opportunity for One-on-Ones with only those eligible Industry Vendors expressing their intent and meeting the requirements in paragraph 3: Industry Reponses to Draft SIR. Due to time constraints, only Prime Vendors are eligible to request a One-on-One. Further, to be eligible to request an opportunity to a One-on-One, the FAA is requiring that in addition to submitting a matrix of mature and well thought out questions or the submitting of well-established comments, Prime Vendors must submit (a) their Current Dunn and Bradstreet Comprehensive Insight Reports and (b) and validation that they possess ample financial capability or can obtain financing. One-on-Ones will be for no more than 50-minutes, this will include introductions and greet and meets. Discussion will focus on the following topics: a) Recommendations to improve efficiency and effectiveness of program/contract execution; b) Draft SIR areas requiring clarifications and/or additional information; c) Disconnects in DRAFT SIR documentation references/linkages Presentations including marketing information and leave behind/take away materials will be not be accepted. Through an email request only, contact Contracting Officer Leslie Fisher at leslie.fisher@faa.gov. Phone calls, personal visits or drop-ins of any kind are not accepted. Requests may be initiated beginning December 8, 2014 through December 19, 2014. One-on-Ones with Prime Vendors will begin Monday, January 12, 2015 and end Friday, January 16, 2015. Times are 8:00 am, 11:00 am, and 2 pm each day only. To request a One-on-One, a)Email only, No phone calls b)Identify your first (3) dates and times c)All requests must include: a.No more than (4) participants including any Teaming Partners names and titles The Contracting Officer will notify those vendors who will be attending a one-on-one via email. The FAA ™s official email will reflect only those participants expected to attend, the date, time and location of the one-on-one. 5.CONDUCT OF ONE-ON-ONE MEETINGS One-on-One questions and answers will be captured and consolidated for the purpose of posting on FAACO and the TFDM web page for public viewing. Respondents should note that the Government may elect to electronically record and/or document each one-on-one meeting to ensure an accurate record of the meetings. At no time will any vendor electronically record one-on-one meetings. 6.
