Description
This is a Request for Information (RFI) only. This is not a solicitation announcement, nor is it a Request for Quote (RFQ). This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Pittsburgh District, is conducting market research seeking information on standard commercial practices for the acquisition and delivery of concrete to the upstream land chamber of Emsworth Lock and Dam on the Ohio River Mile 6.2, Emsworth, Pennsylvania. It is anticipated that the results of this market research will support the development of a RFQ for the requirement. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit a quote if and when a solicitation is issued. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. The scope of work involves the delivery and placement of concrete at the upstream approach to the land chamber. Due to site restrictions (active railroad crossing, buildings, and an active lock chamber) the Government is seeking information as to the most appropriate method of delivery of approximately 20 CY of underwater concrete with anti-washout and approximately 70 CY of self-consolidating concrete.. The Government may provide an area on the left abutment, upstream of the dam for crane loading of barges; however, the contractor may opt to use other suitable landings in the vicinity for loading floating plants (if necessary). Companies are encouraged to respond to this RFI with industry recommendations and or technical information. Responses must be provided no later than 12:00 PM EST on 27 November 2014 to Contract Specialist Gregory Sies, via email at Gregory.M.Sies@usace.army.mil.
