- COMBINED SYNOPSIS/SOLICITATION FOR VALVE, GATE NSN: 4820-01-341-2016 PN: 37E501502P113 Solicitation: #SPRTA115R0044 This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Solicitation number SPRTA115R0044 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFARS). The associated NAICS code is 336412. The government anticipates award of a firm fixed price contract. DESCRIPTION OF REQUIREMENT: 1. Solicitation will be issued on or about: 20 NOV 2014 2. Estimated closing/response date: 20 DEC 2014 3. PR #: FD2030-14-02661 4. Nomenclature/Noun: VALVE, GATE 5. NSN: 4820-01-341-2016 6. P/N: 37E501502P113 7. Application (Engine or Aircraft): J85-5 ENGINE 8. Description: Bleeds compressor discharge air during enginge start and engine operation preventing engine stalls 9. Total Line Item 391 ea, Destination: SW3211, Tinker AFB OK. Required Delivery: 35 ea per month start April 2015 10. Other: Electronic procedure will be used for this solicitation. Acquire, for the second or subsequent time, directly from the actual manufacturer. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. Only one source is available, AMCs 3 is valid. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). 11. Interested persons/firms may identify their interest by submitting a capability statement, proposal or quotation. This notice is not a request for competitive proposals. However, all interested sources may submit a capability statement, quotation or proposal that will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 12. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
