- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE TO Hamilton Co. using Federal Acquisition Regulation FAR Part 13. The Army Contracting Command - Aberdeen Proving Ground, Tennant Contracting Division, 6001 Combat Drive, Aberdeen, MD 21005 has a requirement to procure the following items: 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance and repair of Lab Star Robotic System Model # 173000, Serial # 2329 as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background: Lab Star Robotic System Model # 173000, Serial # 2329 permits accurate and repetitive delivery of specimens to 96 well plates for evaluation of cholinesterase inhibition. This system significantly reduces person-hours required for assaying specimens, increases specimen throughput and reduces time for reporting assay results. 1.3 Objectives: On-Site Service and Preventative Maintenance Agreement shall meet the following minimum requirements: The contractor shall perform two yearly, scheduled Planned Maintenance Inspections on the unit in accordance with accepted protocol. All parts installed or replaced shall be OEM specifications. Labor, travel and related expenses must be included at no additional cost to the government. Contractor shall provide a target response time 24 hours for a down instrument Contractor shall guarantee a response time of 48 hours for a down instrument. Contractor shall guarantee a call back time of 4 hours. Contractor shall document all work accomplished in Logbook. 1.4 Scope: Hamilton Co. shall perform preventative maintenance and calibration Lab Star Robotic System Model # 173000, Serial # 2329. Contractor shall provide maintenance service to keep the covered instruments in good working order throughout the contract period. Maintenance service includes periodic preventive maintenance according to specific needs of the instrument as determined by contractor. This preventive maintenance may be performed during the course of remedial maintenance. Maintenance service also includes lubrication, adjustments and replacement service parts, all as deemed necessary by contractor. Replacement parts may be new or refurbished and are furnished on an exchange basis-the replaced parts become the property of contractor. 1.5Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-months option years. The Period of Performance reads as follows: The Government intends to award a Firm-Fixed Price (FFP) sole source order/contract to Hamilton Co. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 811219 and the Business Size Standard is 19,000,000.00. All responses received within seven (7) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 11:00 AM Eastern Time, Tuesday, November 20 2013. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
