Description

THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA-244-15-B-0121 for the following: 'REPLACE STORM SEWER MAIN.' Contractor shall provide all labor, materials, tools, and equipment to trench approximately 125' from a yard drain located between Building 1 & Building 3 and to install approximately 125 feet of 6-inch drain line between an existing storm basin and an existing storm sewer main in accordance with all terms, conditions, and specifications of solicitation. The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about November 25, 2014. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders' mailing list at https://www.fbo.gov, 'Interested Vendor List'. Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on December 4, 2014, at 10:00 am, EST (Contractors are to meet in Bldg. 70 Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carol.pomraning@va.gov no later than 1pm on December 18, 2014. No telephonic or fax requests will be honored. In accordance with FAR Part 36, the cost range for this procurement is between $25,000 and $100,000 and NAICS Code 237110 with a small business size standard of $36.5 million. Bid Opening Date is scheduled for January 6, 2015, at 10 am EST. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The maximum time for completion of the project is two weeks after receipt of Notice to Proceed. Offerors must be listed as 'verified' in the Vendor Information Pages at www.vetbiz.gov, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov; MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov; MUST have a current record in the Online Representations and Certifications Application (ORCA); and MUST meet OSHA/EPA requirements.
