Description
Solicitation: W91QV1-15-T-0019 Special Notice NAICS code for this procurement is 531120 and the small business size standard is $38.5M. FSC code for this procurement is X1JZ Purchase: Concert Rental Hall Closing Date: 24 November 2:00 p.m. (EST) The Government intends to solicit and negotiate with only one source, Joseph Meyerhoff Symphony Hall 1212 Cathedral St Baltimore, MD 21201. The procurement will be conducted on a sole source basis in accordance with the authority of FAR 6.302-1. This requirement is for the rental of a concert hall and advertising for The U.S. Army Field Band (TUSAFB) Christmas Concert being held December 6 and 7. This is not a solicitation for Event Planning Services; therefore as such, this requirement is not for event planning services (brokers); award will be made directly to concert hall facility. The Contractor shall furnish and provide a concert hall with ushers to accommodate the audience and concert security. The performances will take place on Saturday, December 6, 2014 at 7:30 p.m. and Sunday, December 7, 2014 at 3:00 p.m. Load in of equipment must begin no later than 3:00 p.m. the afternoon of Saturday, December 6, 2014. The concert hall must: 1. Be located within a 5 mile radius of downtown Baltimore, MD. 2. Have been designed and constructed for the purpose of staging formal symphony type concerts. The hall must possess symphony quality acoustics. 3. Seat no fewer than 2,400 people. 4. Provide a stage with dimensions greater than 60# x 35# and have the ability to accommodate 65 seated instrumentalists and 30 standing vocalists. 5. Provide a house sound system and lighting system. 6. Provide a grand piano. 7. The concert hall's loading dock must have the ability to accommodate two semi-tractor trailer trucks simultaneously. 8. Must have ushers to accommodate the audience. 9. Must have concert security. 10. The performances will take place on Saturday December 6, 2014 at 7:30 p.m. and Sunday, December 7, 2014 at 3:00 p.m. Load in of equipment must begin no later than 3:00 p.m. the afternoon of Saturday, December 6, 2014. 11. To be eligible for award under this requirememt, the offeror must propose for use a facility that is compliant with the above requirement #1 - 9. There shall be no exceptions or deviation to any part of the above requirement. The Contractor shall pay for advertising for The US Army Field Band (TUSAFB) concerts on 6 and 7 December 2014. The ads will be in the following media outlets on the specified days and at the specified cost. All artwork will be submitted by TUSAFB directly to the media outlets. Size and location of the ad have been determined by TUSAFB to achieve the best value. To be eligible for award under this requirement, the offeror must pay for advertising for The US Army Field Band (TUSAFB) concerts on 6 and 7 December 2014. All artwork will be submitted by TUSAFB directly to the media outlets. Size and location of the ad will be determined by TUSAFB to achieve the best value. There shall be no exceptions or deviation to any part of the above requirement. As a result, there are no other sources reasonably available that could satisfy the needs of the Government because the only one who was available on our required dates was the Meyerhoff (Baltimore Symphony). Any other vendor would require us to perform many more concerts which do not fit in our operations calendar at this time. Therefore, Meyerhoff Symphony Hall is the only source that can provide this service December 6 and December 7. The NAICS code for this procurement is 531120 and the small business size standard is $38.5M. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 24 November 2014, 2:00 P.M. EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Meyerhoff Symphony Hall. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures, and FAR Part 15 Contracting by Negotiation.
