Description
In accordance with FAR 13.106-1(b), Soliciting from a Single Source, the U.S. Environmental Protection Agency?s Office of Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order for an asymmetric flow-field-flow fractionator (AF-4) to allow for fractionation of engineered nanomaterials (ENMs) in environmental samples. The purchase order is intended to be issued to Postnova Analytics, 230 S. 500 E., Suite 120, Salt Lake City, UT 84102. Characterization of nanomaterials is one of the core tasks of the Office of Research and Development (ORD)-Chemical Safety and Sustainability (CSS) Emerging Materials Program. A fundamental characteristic of ENMs is the size or more specifically the hydrodynamic diameter. AF-4 is one of the primary accepted methodologies used to determine the hydrodynamic diameter and aggregation state of nanomaterials. Consequently, this methodology is necessary to complete research related to the Path Forward under the ORD-CSS program to promote a sustainable approach to environmental protection. The system uses internal pumps for both the parallel flow and cross-flow functions, whereas the other manufactured instrument relies on external pumps which are basically a system of computer controlled valves. Because ORD-CSS program needs to have comparable data with the other EPA location, it is important to have the same calibrated pumps within the same model of instrument. Postnova Analy tics, Inc. is the only vendor who is uniquely qualified to provide these products. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 5 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
