Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis, technical products and support for the Marine Corps AV-8B aircraft. The Navy intends to enter into negotiations for a Firm Fixed Price (FFP) contract with a one year period of performance. Hood Tech Corporation (HTC) is the sole supplier of in-flight blade vibration and monitoring. HTC provides the unique optical probe and laser sensors, facilities, and testing experience to characterize turbofan engine blade stress, dynamic behavior profiles, and lifecycle failure predictions in the laboratory as well as in flight. This capability is unique with no known competition demonstrating this capability. The HTC blade vibration monitoring system has been demonstrated in flight with a previous flight test program at China Lake, CA using a VX-31 aircraft with 3 different LPC1 blade configurations and this equipment is needed to meet flight testing currently scheduled in 2015. The cBVM 4016 and cBVM 4008 data systems are the result of HTC packaging their proprietary data systems in flight worthy avionics boxes that already have approved flight clearances to fly in the VX-31 AV-8B aircraft. This notice of intent is not a request for competitive proposals; however, any interested parties believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship or duplication of cost to the Government. Requests for the solicitation shall be submitted to the contracting office and reference solicitation number N68936-15-R-0047. All responsible sources may submit a proposal, which shall be considered by the agency.
