- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. SOLICITATION DOCUMENTS: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will be available to download from this website on or about November 20, 2014 DESCRIPTION: The purpose of this synopsis and solicitation is to secure services for tree planting on the McCloud Ranger District of the Shasta Trinity National Forest. The Contractor shall provide all equipment, supplies, transportation, labor, supervision, and incidentals required to complete the project except for materials furnished by the Government. PROJECT LOCATION AND ACCESS: Project is located on the McCloud Ranger District of the Shasta Trinity National Forest. Detailed maps of the Shasta Trinity National Forest are available from the Headquarters office or the McCloud/Mt. Shasta Ranger Station offices. Access to certain stands may be limited; the Government is not obligated to do any unscheduled road maintenance. It is the responsibility of the contractor to determine the most suitable route to the project areas. All units are normally accessible by standard pickup on forest roads. See maps attached to solicitation and RFQ for further details. CONTRACT TIME: The estimated start work date is April 1, 2015. Contract time is 10 calendar days from the effective date of the Notice to Proceed. Work shall begin on the date stipulated on the Notice to Proceed, or 5 calendar days after the Notice to Proceed is mailed, whichever is later. See RFQ for further details. SITE VISIT: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A site visit is scheduled: Date - November 24, 2014 Time - 10:30am Local Time Location - McCloud Ranger Station 2019 Forest Road McCloud, CA 96057 Contact Ed Hatakeda at ehatakeda@fs.fed.us or 530-926-9655 to confirm attendance at the site visit. SET-ASIDE: This procurement is 100% set aside for small business. NAICS code 115310, with a size standard of $7.5 million average annual receipts. RESPONSE TIME: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than the date and time indicated on the solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award, see solicitation documents for details. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past. To register as an interested vendor, select Register as an Interested Vendor and follow directions on the site. The IVL is the only such list maintained for this procurement.
