- Battelle Energy Alliance, LLC (BEA), P.O. Box 1625, Idaho Falls, ID 83415-3805 BEA, the Management and Operating Contractor for the Department of Energy (DOE) at the Idaho National Laboratory (INL) is seeking parties interested in entering into a license agreement for the purpose of commercializing its prototype Integrated Waste Screening System (IWSS) design that is composed of four monitoring subsystems: 1) Packaged and Piping Waste Screener (PPWS), 2) Volume Waste Screener (VWS), 3) Subsurface Waste Characterization System (SWC) and, 4) Brown Field Surface Characterization (BFSC). IWSS will allow low-level radium contaminated wastes (Naturally Occurring Radioactive Material (NORM)) that is widespread in oil and gas fracking facilities throughout the world to be segregated and significant potions disposed of at sanitary landfills. The much smaller volume of higher activity wastes can be disposed of at sites designed to accommodate higher level wastes. Segregation of wastes can reduce transportation and disposal costs for the producers; reduce risks for insurance companies; and help protect the environment through monitoring of waste disposal that conforms to applicable environmental regulations. All IWSS subsystems utilize the same large scale specialized detectors that address specific environmental problems such as high levels of shock, temperature variability, gain stability, high speed data analysis and processing, and can be used at various stages of the oil and gas waste production process. Patent filing for IWSS has been completed and BEA is seeking one, or more, potential licensees to take the IWSS from the prototype stage to field deployable systems. It is estimated that several million dollars might be needed to take each subsystem prototype and conceptual design from a technology readiness level 3-4 to level 9. BEA seeks to license this intellectual property to the best qualified candidate to ensure its successful commercialization. If multiple parties are interested in licensing this intellectual property, BEA may select an exclusive licensing arrangement with a single candidate or choose alternative licensing strategies (e.g., non-exclusive or exclusive field of use licenses) to increase the probability of successful commercialization. BEA may consider inquiries made prior to the release of this notice and inquiries made through other channels. Although interested parties are encouraged to respond before the date provided to ensure consideration, all inquiries may be considered prior to a formal selection unless this notice specifically states otherwise.
