Description
REQUEST FOR INFORMATION 1.0PURPOSE OF THIS RFI The Department of Defense (DoD), Defense Health Agency (DHA) is seeking information on services that can be provided by an interested contractor in support of drug take back programs at the Military Treatment Facilities (MTFs). The three types of drug take back programs include; placement and maintenance of collection receptacles, providing mail-back envelopes and the destruction of their contents, and the collection and destruction of medications collected at drug take back events. DHA is also interested in information regarding additional capabilities of existing commercial services that can meet the Drug Enforcement Administration (DEA) requirements and achieve the same outcome of providing beneficiaries with the option to dispose their unwanted, expired, and unused medications. 2.0BACKGROUND The Department of Defense (DoD) has established a number of programs and risk mitigation strategies to assist providers in identifying and monitoring patients with complex medical conditions and medication regimens. In addition to these safety measures, the Military Health System (MHS) will be developing a program to ensure proper disposal of prescription medications that have expired or are no longer necessary. A drug take-back program can securely and easily provide service members and their families a more environmentally responsible and secure way to dispose of unused medications and to remove from circulation medications that could potentially be misused. The DoD Drug Take Back Program will aim to utilize Military Treatment Facilities (MTFs) as a platform for proper disposal of unused and expired medications. The three Drug Enforcement Administration (DEA) approved methods of collection and disposal are collection receptacles, mail-back envelopes, and drug take back events. 3.0RESPONSES THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The formal closing date for this RFI and for the submission of responses is 19 December 2014. All responses should be submitted electronically using PDF, HTML, MS Word or PowerPoint formats with subject "RFI Response to Drug Take Back" to the following Email addresses: Nicolas.Sanchez@dha.mil and Robert.LeBlanc@dha.mil. APPENDIX A- All services of interest must meet the requirements set forth by the Department of Justice, DEA, Final Rule on Disposal of Controlled Substances (Rule). The requirements can be found on the DEA's website: http://www.deadiversion.usdoj.gov/drug_disposal/. The following are services of interest: Initial placement and maintenance of permanent collection receptacles. In addition, inner liners for the collections receptacles are needed on a recurring basis. The inner liners must be picked up and the contents taken to be destroyed. Mail-back envelopes where unused, unwanted, and expired medications can be placed. The envelopes should be pre-addressed and postage-paid. The envelopes will be filled, dropped into mail boxes by the ultimate user, and delivered directly to the destruction site. Collection receptacles with inner liners for Drug Take Back Events, this is for ultimate users to place their unused, unwanted, and expired medications. Collection receptacles with the inner liners will be collected after the event and taken to be destroyed. Due to the presence of law enforcement and the transience of drug take back events, the collection receptacles do not need to meet the same requirements as the collection receptacles placed in hospital/clinics with an on-site pharmacy. Provide detailed information on storage, collection, destruction, collection receptacles, inner liners, mail-back envelopes and other products necessary for drug take back. If possible, attach a picture. To help us assess the total costs of this program, it would be advantageous to have a Rough Order of Magnitude (ROM) provided. The following is an approximation of the possible needs of DHA: Approximately 470 MTFs, each needing one collection receptacle; Approximately 45 pounds of drugs collected per month, per collection receptacle; Approximately 130,000 of mail-back envelopes needed per year DoD wide; and Not every MTF will participate in a drug take back event. Suggest new approaches or proven processes to address medication collection and disposal that meet the DEA requirements and result in the same outcome of allowing DoD beneficiaries to dispose of and destroy their unwanted, unused, and expired medications. Existing or proposed informational materials aimed at the ultimate user (for mail-back envelopes) or the collection site to promote medication collection and disposal efforts.
