Description
SOURCES SOUGHT / MARKET RESEARCH Water Tank Inspection and Cleaning at Joint Base Lewis-McChord, Washington W911S8-15-R-0002 Thank you for taking the time to assist us in gathering this information. Your participation and information is greatly appreciated. The Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington is currently conducting preliminary planning market research to determine commercial market practices and the existence of viable commercial sources capable of providing complete non-personal services for the inspection and cleaning of potable and non-potable water tanks located on JBLM. This service also includes pre-work water testing and post-work water testing of the potable water tanks. The anticipated period of performance is 30 August 2015 to 29 August 2015 with the possibility of four (4) 1-year option periods. An important outcome of this research is the possibility of setting aside this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with (IAW) FAR 19.201(a). Specific SBA programs are veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, economically-disadvantage women-owned small business, and women-owned small business. MICC-JBLM is seeking industry information and comments from sources with the capability to perform the contract and with relevant experience in all of the functional areas mentioned in the Description of Services. Interested parties shall complete and submit the attached Market Research Questionnaire to the Government. You are advised that providing a response to the questionnaire will not automatically include you in the acquisition process for future solicitation. DISCLAIMER: This Sources Sought Notice is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bid (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this Sources Sought Notice shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. MICC JBLM will not accept unsolicited proposals related to the subject of this Sources Sought Notice. The responder must clearly identify any information it considers sensitive or proprietary. All information received in response to this Sources Sought Notice that is marked quote mark Proprietary quote mark will be handled accordingly. Responses to this Sources Sought Notice will not be returned. Responders are solely responsible for all expenses associated and incurred by responding to this Sources Sought Notice. The Government reserves the right to determine how it should proceed as a result of this notice. Description of Services: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items to perform a comprehensive tank inspection and interior cleaning of the potable (23) and non-potable (12) water tanks at JBLM. The contractor shall conduct pre- and post-work water test on all potable water tanks. The contractor will provide DVD video inspection of before and after cleaning of listed water tanks and give a complete written report on the condition of each with photos. Please refer to Part 5 of the attached DRAFT Performance Work Statement (PWS) for detailed specifics for this requirement. The contractor shall comply with applicable federal, state, and local laws, regulations, and codes. Including, the American Water Works Association (AWWA) for potable water storage systems, OSHA, EM 385-1-1 and the Environmental Protection Agency (EPA) standards and acceptable commercial practices in the delivery of all required services. Please list the position followed by the license/certification. 6. What labor categories does your firm use to perform this service? Is there any special pay considerations associated with performing work inside of water tanks? 7.
