- STATEMENT OF WORK FOR LATRINE UNIT DELIVERY AL UDEID AIR BASE, QATAR 7 November 2014 1.0 Scope of Work: Unless otherwise stated, the Contractor shall provide all personnel, labor, vehicles, supervision, training, fuel, equipment, safety equipment and other items necessary to perform services as described in this document at Al Udeid Air Base (AUAB). The Contractor shall function as an integral team member of AUAB and shall share information with other integral team members, such as Government personnel and other Contractors as required, especially when jointly accomplishing the mission. The Contractor shall cooperate with all U.S. Government entities and other Contractors to ensure successful performance of tasks under this contract. All tasks shall be performed by personnel who have developed competence through training and experience as required in this document. 1.1 For the purposes of this document, Government refers to the United States Government and the United States Air Force as represented by the Contracting Officer (CO), Contract Administrator (CA), or appointed Contracting Officer's Representative (COR). Contractor refers to the Contractor, Subcontractor, and Contractor and Subcontractor personnel. 1.2 Host Nation Requirements: The Contractor shall be responsible for obtaining any necessary licenses, permits, visas, registrations etc. required to perform this contract and for complying with any laws, codes, and regulations applicable to the performance of work in the host nation. 1.3 Contractor Personnel: The Contractor shall not employ persons for work on this contract if such personnel are identified to the Contractor by the Contracting Officer (CO) as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. 1.4 Base Access Security Requirements: All contractor personnel accessing the base for delivery are required to obtain a base pass and necessary vehicle passes for access to AUAB. The Contractor shall be responsible for obtaining the passes. It is expected to take 60-90 days to obtain a base pass. The Government will provide escort services upon entering the base. The Government will advise the contractor following contract award on current procedures for accomplishing this requirement. The contractor shall turn into the Qatari Security Liaison Officer all passes or ID badges upon employee termination, contract expiration or when required by the Contracting Officer. Additionally, the contractor shall be responsible to provide any future paperwork necessary, upon request by the Contracting Officer, to comply with security procedures as implemented in a timely manner. 1.5. Traffic Laws: The Contractor and its employees shall comply with base and host nation traffic regulations. 2.0 Delivery Requirements: The Contractor shall provide full delivery of latrine units to AUAB to include any/all processing through ports and/or customs. Delivery will also include the transportation from the port to AUAB and offloading at the location on the base as designated by the COR or CO. The contractor shall contact the delivery POC at least 3 days prior to actual base delivery. The Government will provide crane or forklift support to unload and place the units at AUAB. 2.1 Components: Contractor shall provide all hardware, flashing, sealant, etc. necessary to connect the units together into complete and usable, weather-tight, structurally sound facilities, once delivered. 3.0 Technical Requirements 3.1 Latrines: Latrine units will be available for separate use by male and female personnel. A minimum of 4 toilet stalls and 2 sinks will be provided for females. A minimum of 6 toilet stalls, 3 urinals, and 4 sinks will be provided for males. Each toilet stall will include a toilet paper holder and each female toilet stall will have a sanitary napkin dispenser in addition to the toilet paper dispenser. Each toilet will be separated by partition walls and will have a single door with a privacy lock. Each sink will have soap dispensers along with hot and cold taps with mixing valve. Each sink will have a dedicated mirror. The male restroom will contain 3 wall mounted paper towel dispensers and the female restroom will contain 2 wall mounted paper towel dispensers, with each located in close proximity to the sink area. Floor drains will be provided in all latrine facilities with 4-inch (100 mm) deep seal traps. Water heaters are not required. 3.2 Showers/Latrine Facility: Facilities will be available for separate use by male and female personnel. A minimum of 4 shower stalls, 3 toilet stalls and 2 sinks will be provided for females. A minimum of 8 shower stalls, 4 toilets stalls, 3 urinals and 4 sinks provided for males. Each shower/latrine facility will have at least 3 dedicated water heaters. Each shower surround/stall will be of single piece fiberglass construction with sufficient bracing beneath the shower pan to prevent flexing or distortion. Each toilet stall will include a toilet paper holder and each female toilet stall will have a sanitary napkin dispenser in addition to the toilet paper dispenser. Each toilet will be separated by partition walls and will have a single door with a privacy lock. Each sink will have soap dispensers along with hot and cold taps with mixing valve. Each sink will have a dedicated mirror. The male restroom will contain 3 wall mounted paper towel dispensers and the female restroom will contain 2 wall mounted paper towel dispensers, with each located in close proximity to the sink area. Floor drains will be provided in all shower facilities with 4-inch (100 mm) deep seal traps. 4.0 General Requirements 4.1 Latrine units shall be expeditionary and constructed to service 400 personnel daily. Shower/latrine facilities shall be constructed for continuous use that services 500 personnel daily. Neither latrine nor shower unit/facility shall be constructed from or resemble Conex shipping containers. 4.2 Any dimensional variations will need to be approved by the contracting officer. If a single unit is meant for dual-sex use (ex. male and female latrine or male and female shower), then a solid wall shall divide the two sections. 4.3 Structure: Each unit shall be a self-supporting structure and will be placed on concrete blocks to include a hardened subfloor elevated 15-60cm from the bottom of the unit to the graded surface. Appropriate steps to all entrances will be constructed by the Government with hand rails and non-slip tread surface. 4.4 Flooring 4.4.1 The floor covering of each unit will consist of a commercial, heavy traffic PVC or heavy traffic vinyl product. 4.4.2 Floors shall have a non-slip finish. 4.5 Walls 4.5.1 Paneling: Interior walls will be clad with plastic paneling of at least 9mm thickness. Color will be white, off-white, or tan. 4.5.2 Exterior Color: Units will be utilized in a hot climate so exterior will be light in color to reflect heat. 4.5.3 Insulation: All walls and ceilings will be insulated with fiberglass, polystyrene, or similar insulation to achieve an insulation rating of 0.50 Watts/square meter-Kelvin or better. 4.6 Doors: Each unit shall have exterior doors that open to the outside located as specified per unit type. Egress requirements will comply with NFPA 101, Chapters 7 and 38, including grade level exit doors, exit stairs, and fire-rated exit passageways must discharge directly to the exterior to public ways. Locksets will be keyed with pin-tumbler type locks and four (4) keys will be provided for each exterior door as part of this contract. All locks must have a different set of keys. 4.7 Finishes: All finishes must be applied to the building prior to delivery. If the finishes are damaged in transit the contractor is responsible to correct these deficiencies. 5.0 Mechanical 5.1 HVAC: All spaces shall be exhausted in accordance with UFC 01-201-01. All units designed for occupancy shall adhere to the International Mechanical Code. Contractor will provide environmental control systems, heating, ventilation, and air conditioning (HVAC), for latrine and shower structures. HVAC shall be designed to maintain an interior temperature range of between eighteen and twenty seven degrees Celsius (18-27°C), and an air exchange rate of not less than four (4) times the total volume of air within the structure per hour. 5.1.1 Each unit will be a wall mounted split air conditioning unit with an integral dehumidification and air purifying control option. Each unit shall provide heating and cooling. All tubing/piping must be included and connected by using flared fittings. Adequate foam insulation to insulate the tubing/piping must also be included. The HVAC units shall be supplied with the appropriate filter(s) and refrigerant necessary to put the units into operation. The HVAC units shall be 220V/50Hz. Each unit must be mounted so that condensation drains properly. Each unit must be Refrigerant type R-410A. 5.1.2 Latrine and shower/latrine facilities will be adequately ventilated in accordance with the International Mechanical Code, Chapter 4, "Ventilation" and Chapter 5, "Exhaust Systems. One exhaust fan located above each shower and toilet stall is required. 5.2 Utilities: All facility plumbing will be in accordance with International Plumbing Code 2012. 5.2.1 Water Heaters: Provide electric type domestic 450 liter water heaters, minimum of three (3) for each shower/latrine unit. Thermostatic mixing valves are not required. Use water heater thermostats to regulate temperature (43-46°C). 5.2.1.1 All water heaters are required to have an automatic thermostat 5.2.1.2 All water heaters are required to be 220V/50Hz with appropriate disconnect (safety switch) 5.2.1.3 All water heaters are required to have a temperature pressure relief valve (TPR) piped down 12 inches above the finished floor 5.3 Water and Plumbing 5.3.1 Storage: Contractor will provide 20,000 liters of water storage capacity for all latrine and shower non-potable water needs. If multiple tanks are used, each facility shall be able to pull from all tanks. Tanks will be durable, non-metal, rigid material. 5.3.2 Water/Sewer: Each latrine unit shall have a single water connection and a single sewage drain line connection. 5.3.3 Piping 5.3.3.1 Thrust restraint for all pressurized pipe shall be provided by mechanical restraint or thrust blocks. Thrust restraint material shall be the same as the pipe to prevent corrosion. 5.3.3.2 Exposed piping attached to or near fixtures or equipment, or subject to high heat or frequent washing, must be schedule 80 chlorinated polyvinyl chloride (CPVC). Arrange piping runs to minimize interference with personnel and equipment. 5.3.3.3 Sanitary piping aboveground shall be CPVC pipe with glued fittings. Glue shall be rated for temperatures above 125°F. Flexible couplings and no-hub couplings shall not be used. 5.3.3.4 Aboveground water piping shall be surface mounted schedule 80 CPVC pipe with solvent cements. Protect all surface mounted piping with aluminum jacketing for CPVC piping. Entire water system will be insulated to guard against heat loss and condensate formation. 5.3.3.5 Water service to include shutoff valves for maintenance. 5.3.3.6 Provide a hose bib after the main shut-off to facilitate draining of interior piping for repair. Shutoff valves should be a brass body. 5.3.4 Plumbing fixtures: Plumbing fixtures shall be durable, US standard commercial grade, i.e. (delta, American standard, Moen) water saving type fixtures. Urinals and water closets shall be low or ultra-low flow type. Waterless urinals are unacceptable. All sinks shall be UL and NSF approved/certified/listed. American-style floats/flappers shall be used. P-traps shall be used instead of drum traps for sinks and urinals. 5.3.5 Water pumps, an expansion tank, and pressure switch set to 20-40 psi shall be included. 5.4 Electrical 5.4.1 General: Follow the IEC 60364 for 50 Hz, UFC 3-501-01 Electrical Engineering, and UFC 3-510-01 Foreign Voltages and Frequencies Guide. 5.4.1.1 All non-current carrying metal parts shall be electrically bonded to each other to prevent any touch potential. Lavatory faucets will be metallic and shall be bonded to the water heater via a wire if non-metallic pipe is used to supply water. This will apply for the shower handles and shower head if they are metallic in nature. All bonded metallic parts shall also be grounded to the main service panel for each facility 5.4.1.2 The main service entrance rated panel board will be sized to handle the calculated demand load of the facility, rated to withstand the available fault current, include 20% spare branch circuit breakers and 10% spare capacity based on the demand load KVA. 5.4.1.3 Main service entrance panel board will have a surge protection device (TVSS) provided. 5.4.2 Power: The electrical panel for each unit will be in an easily accessible location near the exterior door. Each panel will include a minimum of 2 additional empty breaker positions covered by blanks. All facilities must be 220V/50 Hz. 5.4.2.1 All units are also required to have an exterior disconnect. Also there is to be no splicing or connections made within the wire race ways. All connections will be in approved junction boxes. 5.4.3 Wiring: All electrical wiring must comply with IEC 60364. 5.4.3.1 All above grade wiring shall be installed in metallic conduit. Use only galvanized IMC or RGS conduit with threaded fittings. PVC is not permitted for above grade distribution. 5.4.3.2 Minimum interior above grade conduit size is 21 mm (3/4 inch). 5.4.3.3 Minimum wire size is 4 mm sq. (AWG #12) and shall meet IEC 60364 (50Hz) requirements 5.4.3.4 Provide receptacle for Stecker Type C (CEE 7/16, Eurostecker) -ungrounded, Stecker-Type E+F (CEE 7/7); grounded in all spaces. 5.4.3.5 All receptacles shall be GFCI or RCD in latrines and showers and as deemed necessary. 5.4.3.6 Install all interior conduit runs surface mounted. 5.4.3.7 Grounding: All facilities shall be grounded per the IEC 60364. Building grounding will consist of driven ground rods near the service entrance panel to result in a maximum of 25 ohms of ground resistivity measured after 3 days of dry weather. The neutral will be bonded to the ground at the service entrance panel. 5.4.4 Receptacles: The receptacles will be 13-Amp duplex receptacles and must comply with IEC 60364. Provide a single GFI receptacle near each sink in the latrine units. 5.4.5 Lighting: Lighting fixtures shall be of a quantity and arrangement to meet a luminance level of Five-hundred (500) Lux or Forty-six (46.5 fc) at one meter above the finished floor (work plane height). Lighting fixtures in latrine and shower areas shall be moisture resistant. Provide an exterior-mounted (IP55) non-incandescent lighting fixture above each exterior door. Provide emergency lighting in case of power failure. 5.5 Fire 5.5.1 Egress Requirements: Provide egress in accordance with UFC 1-201-01. 5.5.2 Exit Signs: Provide approved exit signage (UFC 3-600-01, 2-5.2 and NFPA 101, 12.2.10). 5.5.3 Fire Suppression: Portable Fire Extinguishers must be installed in accordance to NFPA 10 in all units. 6.0 Definitions 6.1. Expeditionary: Facilities or equipment of such a nature that they are intended to be quickly transported to a remote or austere area, erected or assembled, occupied or used and disassembled as needed to be relocated again. 6.2. Facility: An expeditionary-type structure intended for temporary human occupancy. May be containerized facilities or other at the contractor's discretion and on approval by the CO. All Facilities shall include sealable full-height access doors, switchable lights, convenience electrical outlets, and heating and air conditioning sufficient to maintain interior temperature between 60 and 80°F (15 - 27°C). 6.3. Unit: A shipping container sized building, modular facility, or one standard shipping container sized portion of a connected multi-sectional facility (i.e. one 20 or 40 ft. standard shipping container unit).
