- Draft Statement of Work Sources Sought Questions STATEMENT OF WORK FOR REMOVAL OF DISCONTINUED HVAC/R EQUIPMENT AL UDEID AIR BASE, QATAR 5 November 2014 1.0. SCOPE OF WORK: Unless otherwise stated, the Contractor shall provide all personnel, labor, vehicles, supervision, training, fuel, equipment, safety equipment and other items necessary to perform services as described in this document at Al Udeid Air Base (AUAB). The Contractor shall function as an integral team member of AUAB and shall share information with other integral team members, such as Government personnel and other Contractors as required, especially when jointly accomplishing the mission. The Contractor shall cooperate with all U.S. Government entities and other Contractors to ensure successful performance of tasks under this contract. All tasks shall be performed by personnel who have developed competence through training and experience as required in this document. 1.1. For the purposes of this document, Government refers to the United States Government and the United States Air Force as represented by the Contracting Officer (CO), Contract Administrator (CA), or appointed Contracting Officer's Representative (COR). Customer refers to the 379th Expeditionary Civil Engineer Squadron (ECES). Contractor refers to the Contractor, Subcontractor, and Contractor and Subcontractor personnel. 1.2. Contractor Personnel. The Contractor shall not employ persons for work on this contract if such personnel are identified to the Contractor by the Contracting Officer (CO) as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. The Contractor shall provide a site manager and alternate site manager who shall be responsible for the performance of the work. 1.2.1. The site manager or alternate site manager shall be located on site at all times to oversee all contracted operations and each shall read, write, speak, and understand English fluently in order to effectively communicate and use technical manuals and references. 1.3. Host Nation Requirements. The Contractor shall be responsible for obtaining any necessary licenses, permits, visas, registrations etc. required to perform this contract and for complying with any laws, codes, and regulations applicable to the performance of work in the host nation. 1.4. Base Access Security Requirements. All contractor personnel accessing the base for delivery and installation are required to obtain a base pass and necessary vehicle passes for access to AUAB. The Contractor shall be responsible for obtaining the passes. It is expected to take 60-90 days to obtain a base pass. The Government will provide escort services upon entering the base. The Government will advise the contractor following contract award on current procedures for accomplishing this requirement. The contractor shall turn into the Qatari Security Liaison Officer all passes or ID badges upon employee termination, contract expiration or when required by the Contracting Officer. Additionally, the contractor shall be responsible to provide any future paperwork necessary, upon request by the Contracting Officer, to comply with security procedures as implemented in a timely manner. 1.5. Traffic Laws. The Contractor and its employees shall comply with base and host nation traffic regulations. 1.6. Forklifts and qualified drivers must be provided by the contractor. Government forklifts will not be available. 1.7. Description of Services. 1.7.1. Contractor shall recover refrigerant and oil from all the heating, ventilation, and air conditioning (HVAC) units and refrigerators located at the Hazardous Waste Transit Area, the storage yard next to building 1040, and next to building 8073. The contractor will transport the refrigerant and oil off base for proper disposal in accordance with the accepting agency's direction and timeline. All refrigerant and oil removed will be transferred into approved storage containers as determined by the COR/CO prior to base removal. 1.7.2. Items include but are not limited to: HVAC units and accessories, refrigerators, compressors, and refrigerant storage containers. 1.7.3 It shall be the responsibility of the Contractor to inventory and document all HVAC units as they are removed from AUAB. Contractor will also ensure a DRMS Form 2016, Refrigerant Removal Verification Statement, verifying that the refrigerant has been removed from each air conditioner that is being disposed has been filled. The contractor will also fill out a memorandum certifying that each unit has been drained and purged of any other hazards and presents no health or environmental hazard to the public. 1.7.4. Contractor shall provide a project manager for the duration of the project. The project manager will be responsible for directing the daily activities of the workers provided for the project. 1.7.5. Service will be performed from 0730 - 1630 (local time), Monday - Saturday. The period of performance will be no more than 120 days from issue of base passes or contract award date if base access passes are already in possession. 1.8. Estimated Workload. It is estimated that there are 4,100 window units, 750 package units, 150 split units, and 600 refrigerators.
