- Draft Statement of Work to describe the potential instructions for this request. Description of Requirement: This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) on or around November 24, 2014 for the procurement of Services for Analysis of Explosive Constituents in Drinking Water on Camp Lejeune, NC 28542. This is not a request for responses. This announcement is a pre-solicitation notice only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Set-aside status: The solicitation is scheduled to be issued as a 100% set-aside for Small Business pursuant to (FAR 52.219-3). The North American Industry Classification System code for this requirement is 541380. Conducting Business with the Government In order for contractors to conduct business with the Department of Defense, the contractor must be registered in the System for Award Management (SAM) database. Information on registering in SAM may be obtained by calling (866) 606-8220 or via the internet at http://www.sam.gov.
