Description
This notice is a SOURCES SOUGHT announcement to determine product capability of vendors to respond. This is NOT A REQUEST FOR QUOTE OR PROPOSAL. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT CURRENTLY EXIST. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of the synopsis is to gain knowledge of product availability and potentially qualified businesses. Software & PC The accounting software is used as the central system necessary for managing the operations, including consolidation of data and reporting functions. The PC workstation is used as the central system which is necessary for managing the operations, including consolidation of data from local site and reporting functions. The PC is used to channel information from the mail meter machines to create accounting and usage reports. The PC needs to interface with the mailing system. Accounting Software must be able to produce reports: - Produce account summary and transaction reports. - Track activity by job, carrier, department, operator or machine. - Track by account or sub-accounts. - Track total postage spent and chargeback breakdown. - Track and manage the performance of each cost center against budget each month. - Track and manage excessive use of high cost services with detailed charges by class of mail for each account. - The software must be 100% secure connection via LAN. Accounting Software System Hardware (PC): - Windows 7 64 bit host PC - 17 quote mark flat screen monitor - Keyboard - Mouse - Laser printer Mail Meter Machine (digital) - The mailing system must be able to automatically process sealed mail at the same time, in the same mail stream without prior sorting. - The mailing system must have an attached, extendable power stacker that holds up to 500 pieces of processed mail. - The mailing system must automatically process mail media ranging in sizes from a minimum of 3.5 quote mark x 5 quote mark to a maximum of 13 quote mark x 15 quote mark. - The mail system must be capable of automatically processing mail with quote mark in-motion quote mark weight at a rate of up to at least 130 pieces per minute. - The mail system must process mail of the same weight as a rate of up to 260 pieces per minute, without the need to sort by size or thickness. - The mailing system must process different length, width, thickness and weight of mail in the same mail stream without the need of sorting by sizes and weights. - The mailing system must be capable of automatic operation without the need to adjust side guides or end guides. - The mailing system must automatically process up to quote mark in thickness - The mailing system must have an additional scale to weight up to 70 lbs to accommodate larger parcels. - The mailing system's quote mark in-motion quote mark weight platform must process all mail at the proper postage rate up to at least 16 ounces. - The mailing system must process mail piece in a closed system from entry to exit. - The meter must be detachable in order to be easily carried to any available phone line for postage refilling. - The mailing system must have a 10 quote mark touch screen meter display screen. - The mailing system must use self-contained ink cartridges. - The mailing system must have an electronic means of indicting the ink levels of the mailing system. - The mailing system must have an electronic means of adjusting the density of the ink that can be set by the operator of the mailing system. - The mailing system must be controlled by a single, centrally located control panel that is an integral part of the mailing system. - The mailing system must be capable of storing up to 10 job presets. - The mailing system must have built in service diagnostics that indicate areas that must be attended. (low ink, low sealing fluids, jams, faults, low postage warnings) - The mailing system must prompt the operator to confirm zero metered imprint - The mailing system must reset to default reading after a specified time limit. - The mailing system must allow the mailing systems administrator to establish and protect settable weight limits within each preset job. - The postage meter must automatically set the current date and must have the option for manual date settings based on U.S.P.S. requirements. - The mailing system must have the option of both rolled, gum paper tape and rolled adhesive tape. - The mailing system must be capable of updating U.S.P.S. rate changes via modem download or internet. - The mailing system must directly control the external platform scale. - The mailing system must be capable of accounting for up to 300 accounts, without the use of additional keypads or optional/additional equipment. Additional requirements: - The mailing systems must meet all current U.S.P.S. requirements for current meter migration and must be guaranteed to remain in compliance with U.S.P.S. requirements for the term of the contract. - Dimensions of the mail system must not exceed 76 quote mark L x 26 quote mark D. The current mail stand will be used for the new machine. - Lease agreement to include equipment maintenance agreement and software maintenance agreement with 24 hour response time. The Government contemplates award of a single, firm-fixed price order for this requirement. Delivery will be to Rock island Arsenal, Rock Island, IL. 1. Please submit the following information with your response to this Sources Sought Synopsis: a. Business Size: HUBZone 8(a), Other 8(a), HUBZone Small Business, Serviced Disabled Veteran-Owned Small Business, Small Business, or Large Business b. State whether items can be obtained under an existing Government wide agency contract (i.e. GSA, VA, etc.) If so, please include contract number and contract expiration date. c. A clear indication as to whether or not your company can provide item meeting the specifications listed above, including all items in paragraph 2. and approximate delivery time after receipt of an order. 2.
