- The proposed acquisition, entitled "Toxic Substances Economics and Pollution Prevention Support" will provide support to the Office of Pollution Prevention and Toxics (OPPT), Economics, Exposure and Technology Division (EETD) in the areas of economic analysis, computer modeling for Risk-Screening Environmental Indicators, and voluntary pollution prevention, including Design for the Environment (DfE) and Green Chemistry analysis, outreach, and meeting support. Some work may also be required in the areas of risk assessment, exposure assessment, chemical engineering, and chemistry. AUTHORITY: The U.S. Environmental Protection Agency (EPA) is issuing this synopsis in accordance with FAR Part 5.204, "Pre-Solicitation Notices". DESCRIPTION: The OPPT of the EPA implements the Toxic Substances Control Act (TSCA), the Pollution Prevention Act (PPA), and other laws. Within OPPT, the EETD supports OPPT programs in the areas of economics, chemistry, engineering, and exposure assessment. EETD is responsible for performing OPPT's economic analysis to support rulemakings and to help the Agency determine promising non-regulatory approaches. EETD also manages the Risk -Screening Environmental Indicators Model, which provides information on the relative risk impacts of chemical releases from industrial facilities, and it leads OPPT's Design for the Environment and Green Chemistry Programs, which focus on voluntary pollution prevention. SOLE SOURCE/COMPETITIVE ACQUISITION: This will be a full and open competitive acquisition. CONTRACT TYPE: Cost-Plus-Fixed-Fee PERIOD OF PERFORMANCE: This acquisition contains a base year with four (4) one-year option periods for a total contract period of performance of five (5) years. GOVERNMENT-FURNISHED PROPERTY/EQUIPMENT: TBD prior to award. EXPIRATION OF THIS SYNOPSIS/NOTICE: Close of business, 5:00p.m. Eastern Standard Time, December 18, 2014. RELEASE DATE OF THE SOLICITATION: It is anticipated for Solicitation SOL-DC-13-00023 to be released on or about 22 December 2014.
