This is a follow-up Market Survey to FAACO Posting 17883. This is a market survey requesting a Rough Order of Magnitude (ROM) for the development of training in accordance with Title 14 Code of Federal Regulations (CFR) 121 Operations Requirements for Supplemental Course Curriculum for FAA initial and recurrent pilot training for the following type of aircraft: Beechcraft 300/350 with ProLine 21 Avionics, Learjet-60, Challenger CL-601-r, Challenger CL-604 and CL-605 aircraft. The ROM shall include the cost of developing a 14 CFR Part 121 supplemental training program to meet the needs of the Performance Work Statements (PWS) attached along with how the needs will be met, i.e. simulator or dry lease. The responses to this market survey ROM will be used for informational purposes only. This is not a screening information request but a request for estimated cost in developing a 14 CFR Part 121 Supplemental Training Program versus the current 14 CFR Part 135 Training Program FIS currently uses. The FAA is looking to see if there are commercial sources that can provide the development of and training services required. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors ™ expense. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit ROMs from both large and small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing FAA initial and recurrent pilot training for the type of aircraft identified above under one contract. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 611512, Flight Training with a size standard of 25.5M. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: a. Type of services provided by your firm, b. Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), c. Number of years in business 2. Geographical areas where your company can provide services. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses if any. Attached is a copy of the current 135 PWS and a draft PWS of our end product 121 Supplemental Training requirement. Respondents are encouraged to review the performance work statements and provide comments or possible alternatives to consider. All responses to this market survey must be received by December 8, 2014 at 3:00pm CST.
