Description
This announcement is not a request for proposals. Contractors shall not submit proposals in response to this notice. Systems Engineering and Technical Assistance (SETA) Services for PEO Soldier Proposed Solicitation Number: W91CRB-15-R-0005 Estimated Solicitation Issue Date: On or before 02 DEC 2014 with all documents, attachments and amendments posted at the FedBizOpps website located at the following address: https://www.fbo.gov. No hard copies of the RFP will be issued. All respondents shall be responsible for obtaining the documentation from the website listed above. The Army Contracting Command - Aberdeen Proving Ground is issuing this pre-solicitation notice to announce the intent to issue a solicitation for the Systems Engineering and Technical Assistance (SETA) services requirement.The Government intends to procure this requirement on a full and open basis using the procedures at Federal Acquisition Regulation (FAR) part 15 under North American Industry Classification System (NAICS) Code 541330 Engineering Services with a size standard of $15.0 million dollars. None of the three exceptions for this NAICS code apply. The Program Executive Office (PEO) Soldier proposed acquisition will provide Systems, Engineering and Technical Assistance Services (SETA) including logistics support to the PEO Headquarters (HQs) and its four subordinate Project Manager (PM) offices: PM SPIE, PM SWAR, PM SW and PM SSL. The PEO HQs service requirements for this effort also include the recent addition of the Project Director for the Rapid Equipping Force (REF) positions. This is a re-competed procurement to continue the SETA support and Logistics support contracts. This effort will obtain all of the SETA services, to include logistics and fielding support, required to assist the Government in the design, development, and fielding of virtually everything the Soldier wears or carries. The breadth of this effort includes complete life cycle management of 106 validated programs with 242 unique products. Further, the support required under this effort includes engineering, quality assurance and test support; acquisition support, business management support, logistics and fielding support, operations support, and administrative support. The support areas include but are not limited to tasks for program management, planning, studies and capabilities development, liaison and operations support; strategic communications, engineering and logistics support, system test and product fielding support, acquisition and contracting support, software development and system safety, studies and analysis and quick response support. The vendor shall provide support for all phases of system life cycle to Technology Development, Engineering and Manufacturing Development, Production and Deployment, and Operations and Support. This effort includes program/project management support in response to the deployment and support of PEO Soldier assets in response to military requirements worldwide. The primary places of performance are Ft. Belvoir, VA and Picatinny Arsenal, NJ. However, multiple places of performance are required under this contract including but not limited to: Ft. Wainwright, AK, Ft. Greely, AK, Ft. Monmouth, NJ, Ft. Bragg, NC, Y, Ft. Campbell, KY, and Ft. Lewis, WA, with potential satellite locations at Ft. Bliss, TX, Ft. Benning, GA, Ft. Knox, KY, Ft. Leonard Wood, MO, Ft. Lee, VA, Aberdeen Proving Ground, MD, and US bases in Germany, Iraq, and Afghanistan. The point of contact for this posting is Karen Gibson at Karen.gibson2.civ@mail.mil.
