Description
C-5 Weapon System Solicitation Number: TBD Agency: Department of the Air Force Office: Air Force Materiel Command Location: Hill AFB OO-ALC Synopsis: The United States Air Force is planning an acquisition strategy for the follow-on production of the C-5 Hydraulic Brake Assembly, NSN 1620001220474/Part Number 42252E220. The C-5 Hydraulic Brake Assembly requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source requires acquisition of the part from the approved source. The approved source retains data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. Therefore, this acquisition is for continued production of highly specialized components. The C-5, Hydraulic Brake Assembly locks movement in the kneeling gearbox, thus preventing the kneeling drive assembly from rotating when kneeling is activated. Failure of the brake assembly would release the kneeling drive assembly, and the high pressure nitrogen in the strut would cause the gear to suddenly assume a full knelt position. The estimated award date is 1 Apr 2015 with performance expected up to 1 Nov 2016. First delivery of fully qualified production units is to begin within 12 months of award. The current estimate for delivery quantities is as follows: 1 Sep 2016 - 10 units, 1 Oct 2016 - 10 units and 1Nov final 10 units. This delivery schedule must be met or exceeded. Note: T he C-5 Hydraulic Brake assembly and associated interface data is contractor proprietary and therefore not available. Any required qualification or integration testing costs, such as a First Article Acceptance Test (FAAT) program, would be applied to the production price. The contractor must provide adequate production, test and logistics (warranty) support to ensure and maintain operational readiness and suitability of the C-5 weapon system for a minimum of 20 years. This is not a Request for Proposal (RFP) and it is not the Government's intention to pay for information solicited at this time. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
