- Solicitation Package Contractor shall provide all equipment, materials, labor and supervision to decommission DEA’s laboratory and relocate the chemical inventory from 390 Main St, Suite 700 in San Francisco, California to their new offices at 6880 Koll Center Parkway in Pleasanton, California. The project requirements are 1) Decommissioning/ Decontamination of DEA lab facility and all containers used to relocate evidence. See attachment 1 for decommissioning requirements 2) Relocation of hazardous and non-hazardous chemicals; including all permits, materials, and handling needed to pack, transport, and unpack according to DOT, EPA, State and Local safety standards and regulations. See attachment 3 for inventory to be relocated 3) Disposal of chemicals will be the agency’s responsibility. Schedule of above requirements; work shall be performed during regular business hours starting December 15, 2014 with packing completed by January 13, 2015 and relocation completed by January 15, 2015. Decommissioning may start as early as January 16, 2015 and must be completed by January 31, 2015. Boxes/Bins shall be decontaminated and ready for return to the contractor by February 13, 2015. Given the nature of the requirements, the chosen vendor will expected to be familiar with federal, state, and local regulations especially as it pertains to permitting, reporting, and safety procedures and requirements. The contractor will provide copies of applicable training and certification to GSA for review prior to starting work. Contractor will be held liable for damage incurred to government property and site location (both exterior and interior), and therefore must take adequate precautions such as floor and wall covering as specified in the attached formal Scope of Work. Liability extends to any damage of the various and highly fragile lab items to be moved. All potential offerors are strongly encouraged to attend the pre-bid walkthrough at 390 Main Street Suite 700 in San Francisco, California which is tentatively scheduled for November 25, 2014 at 11:00 A.M. PST. Confirm attendance with GSA Project Manager Jessica.Gavello@gsa.gov. Attendance will be subject to individual attendee’s ability to pass DEA security checks. Purpose of the walk through is to review project requirements and existing conditions. Failure to understand responsibility placed on vendors in the course of solicitation and contract performance will not annul said responsibilities or requirements. Contractor should fully review solicitation and attached documents prior to walk through.
