- This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of firms small and large with the capabilities required to execute oversight of performance testing at a thermal destruction facility. NO AWARD will be made from this Sources Sought. SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE NOT AVAILABLE AT THIS TIME; PLEASE DO NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and resources necessary to perform the described project are invited to provide feedback via email to Patricia.B.Bonilla@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for potential future acquisition. This project is planned for advertising in December 2014. The estimated total value for this acquisition $100,000 or less. PROJECT DESCRIPTION The following description is typical of the air emissions testing observation that require contractor services. This project is a technical support for EPA Region 9 for a Los Angeles County, California Superfund Site located in Monterey Park, Los Angeles county, California. The contractor will be required to conform to the requirements of ASTM D7036-12 Standard Practice for Competence of Air Emission Testing Bodies. The contractor will be required to have a Qualified Source Testing Observer (QSTO) on staff that has positive past performance with Federal or Superfund sites. Work entails review of work plans, approved test protocol, observation of air emission testing by a qualified source testing individual by a qualified source testing observer, and review of an air emissions testing report. The Contractor will be required submit a quote mark Conflict of Interest and Non-Disclosure Statement quote mark form for all employees directly working on this project. The work must be accomplished by qualified and experienced professionals. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers of any prospective contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 8 pages. 1) Name, address, point of contact, phone number, and e-mail address. 2) Interest in submitting a proposal on the solicitation when it is issued. 3) Capability to perform a inspection and compliance tasks. Comparable work performed within the past 5 years - brief description of the project (customer name, timeliness of performance, customer satisfaction, and dollar value of the project). 4) Certifications and Professional registration of key individuals. 5) Type of business and size (Large Business, Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a), etc) and any applicable SBA certifications. 6) Percentage of work anticipated to be executed with in house resources. 7) Office locations and staffing. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements are requested regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U. S. Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Offers that do not meet all requirements or submit within the allotted time will not be considered.
