Description
This is a Request for Information (RFI) pursuant to FAR 15.201. This is not a Request for Quotations or Proposals. Program Executive Office - Command Control Communications Tactical (PEO-C3T), Project Manager Tactical Radios (PM-TR) is seeking industry feedback regarding the current status of Soldier On The Move antennas to meet the requirements of the Mobile User Objective System (MUOS). Ideal characteristics of a potential antenna would be as follows: - Attach to a Manpack radio carried in a soldier's backpack, either directly onto the antenna port or attached to the backpack and connected to the radio via a cable - The gain characteristics would be at least 0 dBic from 10? to 90? Elevation angle (ideally 0? to 90?) and 0? to 360? Azimuth - Axial Ratio would be 10 dB or less (ideally 1.5 dB) - Frequency band would be 300-320 MHz receive and 360-380 MHz transmit - Antenna polarization would be Right Hand Circular Polarized (RHCP) - Antenna would be low profile and ergonomically suitable for the soldier - Antenna would be robust and not easily damaged when coming into contact with vegetation, etc. Interested sources are encouraged to provide responses to the questionnaire below. The Government does not guarantee that questions received will be answered. Interested parties are invited to subscribe to the Federal Business Opportunities website to ensure they receive any important information updates connected with this RFI. Questionnaire: 1. Does your company currently have a product that meets the general characteristics listed above or does your company have current products that could be modified to meet the general characteristics? 3. When could antennas be made available for testing, either prototype units or production units? 4. When could antennas be available in quantity off a production line? 5. What would be the estimated purchase price of such an antenna for 1000 units? 6. Does your company consider this a Non-Developmental Item (NDI)? Why or why not? 7. If your company has a product that meets some but not all of the requirements above, or believes the full set of requirements to be unachievable, please explain the tradeoffs associated with the design. The Government does not presently intend to award a contract, but is seeking to obtain price, delivery, capabilities, and other market information for planning purposes. Please make your responses as detailed and as thorough as possible. Responses to this RFI shall be submitted no later than November 24, 2014, 4 PM ET to thomas.e.lynn23.civ@mail.mil. Responses should be in MS Office 2007 or Adobe PDF formats. E-mail messages shall be less than 10 MB in size. If larger files are submitted, they must be broken into separate e-mail messages. All communications SHALL be submitted ONLY in writing AND directly to the email addresses identified. Contractors shall not contact any other Government Personnel other than the person identified above. Contacting any Government personnel other than the individual identified above could result in an organizational conflict of interest (OCI) and could result in an offeror being excluded from competition and/or award. All communications SHALL be submitted ONLY in writing AND directly to the email addresses identified. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding or in any subsequent exchange of information. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. All interested sources are invited to provide responses to the questionnaire. Please submit responses to the questionnaire electronically as one complete document in the questionnaire structure in a format chosen by the responder.
