17 NOV 2014 UPDATE: 1. PURPOSE: The purpose of this posting is to issue a Request for Information (RFI) for the Warfighter Focus (WFF) Re-compete, hereafter known as the Army Training Aids, Devices, Simulators and Simulations (TADSS) Maintenance Program (ATMP). THIS RFI IS PRIMARILY INTENDED FOR SMALL BUSINESS. However, large businesses are permitted to respond. The ATMP Integrated Product Team (IPT), in coordination with the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Office of Small Business has identified areas within the current WFF Contract scope that are not specifically related to TADSS maintenance and therefore may not be included in the forthcoming ATMP acquisition. These areas include: Instructors for the Medical Simulation Training Centers (MSTC), Home Station Instrumentation Training Systems (HITS) Operators and Operators for the Intelligence and Electronic Warfare Tactical Proficiency Trainer (IEWTPT). Further, the IPT has determined that the aforementioned requirements may be efforts that can be set-aside for small business. These requirements represent approximately $18.5M annually. The ATMP IPT is interested in receiving responses from small businesses to determine its capabilities specific to Instructor/Operators. The intended North American Industry Classification System (NAICS) for this requirement is 611310, Colleges, Universities and Professional Schools. The size standard is $27.5M annually. Industry is advised that the ATMP IPT has no intent to separate the TADSS maintenance and sustainment requirements for ATMP. The purpose of this RFI is to determine if areas unrelated to TADSS maintenance and sustainment can be separated to provide additional opportunities for the small business industry base. Below is a brief description of the requirements for MSTC Instructors, HITS Operators and IEWTPT Operators. 2: MSTC, HITS AND IEWTPT REQUIREMENTS A. MSTC DESCRIPTION: MSTC is a standardized family of medical training components that facilitate immersive and rigorous training in Tactical Combat Casualty Care (TCCC). The MSTC training components include a computerized bleed-breathe mannequin that is weighted and airway equipped, partial task trainers and associated equipment. Enabling technology includes audiovisual enhancements, camera surveillance capability, computer labs, and control rooms with a remotely managed training platform. SUMMARY OF REQUIREMENTS: The contractor shall provide instruction and administrative management necessary to deliver scheduled medical training. TRAINING FOCI. MSTC training will primarily focus on providing Tactical Combat Casualty Care (TCCC); TC8-800, Medical Education and Demonstration of Individual Competence (MEDIC); and sustainment training for the 68W Military Occupational Specialty (MOS), and Combat Life Saver (CLS) initial training and sustainment training to non-medical personnel. OTHER TRAINING. Other Army Medical Department Center & School (AMEDDC&S) approved National Registry Emergency Medical Technician (NREMT) and miscellaneous courses and training events may be taught on a site-specific basis after approval by the proponent via the AMEDDC&S MSTC Program Director through the MSTC Director/Quality Assurance Representative (QAR) or their authorized representative or Command authority. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The contractor shall staff each MSTC sufficiently to ensure the training throughput capability to train at least 2,500 Soldiers in 68W recertification TC 8-800 requirements and/or Combat Lifesaver skills (CLS) annually using only contractor instructor personnel. The contractor shall not staff to a lesser throughput capability even if scheduled classes differ, or the number of students scheduled is lower than the aforementioned requirements, or if the installation provides military instructors. Currently the CONUS locations include -Fort Benning, GA; Fort Bliss, TX; Fort Bragg, NC; Fort Campbell, KY; Fort Carson, CO; Fort Drum, NY; Fort Hood, TX; Fort Indian Town Gap (FIG), PA ; Joint Base Lewis-McChord (former Fort Lewis), WA; Fort Riley, KS; Fort Stewart, GA; Fort Dix, NJ ; Fort McCoy, WI; Camp Atterbury, IN; Camp Dodge, IA; Camp Shelby, MS; and OCONUS locations in Fort Wainwright, AK; Vilseck, Germany; Schofield Barracks, HI; Rodriquez Range, Korea; Camp Buehring, Kuwait; and sites in Afghanistan. Other sites may be added or removed as required by the Government. B. HITS DESCRIPTION: supports collective maneuver training for platoon through battalion units. HITS provides position location and weapons effects data for real-time exercise monitoring and AAR. HITS supports force-on-force and force-on-target training across the full spectrum of operations at a security level up to Secret. HITS is part of the Live Training Transformation-Family of Training Systems (LT2-FTS) and is based on the Common Training Instrumentation Architecture (CTIA). Common components such as exercise planning, exercise preparation, exercise control, AAR preparation and presentation in concert with CTIA services, processes, rules and standards support the full spectrum of training. HITS is interoperable with other external systems through DIS, HLA or TENA protocols. HITS provides the live domain for Live, Virtual, Constructive Integrated Training Environment (ITE). The HITS instrumentation system is comprised of a HITS Exercise Control (EXCON), 1 Network Control Center Trailer (NCC), 2 Radio Base Station Trailers (RBS), and 1162 radio transmitters with batteries as part of the HITS communication infrastructure. SUMMARY OF REQUIREMENTS: The Contractor shall provide HITS normal operational support which consists of 242 days a year, 8-hours a day, and 40-hours a week. The Contractor shall provide training exercise support services to prepare the HITS system prior to unit arrival, collect, process, transmit, and receive real time correlated position location, and exercise data on instrumented players/soldiers in support of exercises using the HITS system. The Contractor shall coordinate with Army Staff elements from platoon through division for planning, scheduling and supporting HITS supported exercises. Contractor shall assist the unit commander in exercise scenario development and execution and is expected to understand current Army training and tactical doctrine as it pertains to air-ground maneuver operations, tactical employment of infantry and armor, airborne / air assault operations and urban operations. Contractors must be able to brief company through division level commanders and staff elements on capabilities and limitations of the HITS system to include conducting AAR briefings and developing take home packages on exercises supported. Contractors shall provide training to unit personnel and other augmentation on HITS operations and capabilities to include the proper wear and hook up of the player unit and installment of the player unit battery. Operators shall validate and ensure proper operation of the player unit radios before, during and after exercises. Operators shall support the live portion of the LVC-IA initiative on integration, testing and support of LVC exercise(s). Operators shall assist technician with general PMCS of equipment to include set up and take down of HITS system, inventory and cleaning of equipment. Operators are required to work in a field environment. The contractor shall enter into Associate Contractor Agreement(s) with the Army TADSS Maintenance Program (ATMP) contractor as necessary to provide access to HITS components and coordinate maintenance support. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The contractor shall ensure all Operators employed to support HITS have Common Access Cards (CAC) in order to access the HITS EXCON. Operators must be registered in the LT2 portal at https://www.lt2portal.org/Home/tabid/36/Default.aspx, which provides access to HITS system information, trouble shooting manuals and programmed updates on the HITS system. The contractor shall staff each HITS sufficiently to ensure that the EXCON can be manned with contractor personnel for 8 hours each training day. The contractor shall not staff to a lesser capability even if the installation provides military operators. The contractor shall provide the capability to provide extended hours of HITS operations when planned for and directed by the Government. HITS locations include -Fort Benning, GA; Fort Bliss, TX; Fort Bragg, NC; Fort Campbell, KY; Fort Carson, CO; Fort Drum, NY; Fort Hood, TX; Joint Base Lewis-McChord (former Fort Lewis), WA; Fort Riley, KS; Fort Stewart, GA; ; Fort McCoy, WI; Hunter-Ligget CA. and OCONUS locations at Fort Wainwright, AK; Grafenwhoer, Germany; Schofield Barracks, HI; Rodriquez Range, Korea Other sites may be added or removed as required by the Government. C. IEWTPT DESCRIPTION: IEWTPT is a Non-System Training Device (NSTD) that provides proficiency training for analyst and system operators to acquire and exploit intelligence data during training, just as they would in real world operations. IEWTPT is composed of four components: a constructive simulation [JCATS/JLCCTC (OneSAF/ ERF, WARSIM/ MRF)] that feeds the Technical Control Cell (TCC) and Target Signature Arrays (TSA)/simulation interface, which are used to process the enhanced constructive information into native protocols of the organic ISR systems being stimulated, and the Human Intelligence (HUMINT) Control Cell (HCC). The TCC supports Combat Training Centers and Homestation intelligence sustainment training by merging the Live, Virtual and Constructive training environments. IEWTPT provides a realistic target environment for multi-intelligence disciplines including Signal Intelligence (SIGINT), Imagery Intelligence (IMINT), Human Intelligence (HUMINT), Counterintelligence (CI), Measurement and Signal Intelligence (MASINT), Geospatial Intelligence (GEOINT), and Open Source Intelligence (OSINT). IEWTPT must stimulate multiple systems' Target Signature Arrays (TSAs) (Tactical Unmanned Aircraft Systems (TUAS), Tactical Exploitation System (TES), Common Ground System (CGS), Guardrail Common Sensor (GRCS), Counterintelligence and Human Intelligence Automated Reporting and Collection System (CHARCS), Distributed Common Ground System-Army (DCGS-A), Aerial Common Sensor (ACS), Prophet, etc.) as well as SIGINT Quick Reaction Capabilities (QRC's). In addition, IEWTPT provides a set of exercise support tools (i.e. SIGACT Generator, SIGINT ExCON, iLOD, etc.) specific to Intelligence training. SUMMARY OF REQUIREMENTS: The contractor shall set-up, configure, monitor, operate, and provide all functions encompassing planning, operation, and After Action Reviews, as dependent on existing site capabilities in support of Technical Control Cell (TCC)/ HUMINT Control Cell (HCC) operations. The contractor shall coordinate TCC and HCC support directly with units and provide instruction consistent with unit leadership guidance and training requirements. The contractor shall develop Training Support Plans to meet specific unit training objectives. Based on time and TCC operational requirements, HCC support may involve a train-the-trainer type support allowing multiple HCC operations to take place in conjunction with TCC support. The contractor shall set-up, configure, monitor, operate, and provide all functions in support of HCC operations as a stand-alone system or in conjunction with other systems. The contractor shall enter into Associate Contractor Agreement(s) with the Army TADSS Maintenance Program (ATMP) contractor as necessary to provide access to IEWTPT components and coordinate maintenance support. PLACE OF PERFORMANCE/PERSONNEL STAFFING: All contractors shall have a Top Secret (TS) Clearance with eligibility for Sensitive Compartmented Information (SCI) in order to perform functions on ALL components of the IEWTPT system. The contractor shall manage clearances through the Defense Security Service (DSS) Joint Personnel Adjudication System (JPAS). The contractor, by exception may request to bring on an Individual with a Secret Clearance. In such cases, a TS (SCI) request shall be submitted immediately. As determined by the government and within a reasonable period of time a TS (SCI) clearance or interim TS is not awarded to the individual, then this will be deemed grounds for dismissal from the program. The contractor shall submit a request for Special Compartmented Access with the specific tags associated with each specific site's Special Compartmented Information Facility (SCIF). Dismissal of an employee does not relieve the Contractor from timely work performance of the contract requirements. The IEWTPT teams are required to support training based on a 40-hour workweek for a total of 50 weeks a year. The contractor should maximize the use of a flex schedule within each 40-hour workweek in order to minimize the requirement for Overtime. If the use of a flex schedule cannot support the requirements then the contractor should provide a Field Budget Estimate or Rough Order of Magnitude (ROM) to the customer in order to determine if resources are available to support the extended requirement. Contractor personnel shall be required to travel to various locations including OCONUS to support training conducted in remote modes or travel to Orlando for system update training. Planned IEWTPT locations include Yongson, Korea; Ft Huachuca, AZ; and Ft Irwin, CA. 3. INSTRUCTIONS TO INTERESTED CONTRACTORS Contractors shall describe their capabilities to provide instructor/operators for MSTC, HITS, and IEWTPT in accordance with the summary requirements in paragraph 2. The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Field OPS is conducting market research for lifecycle management sustainment, and related training services of fielded Training Aids, Devices, Simulators, and Simulations (TADSS) and ranges in support of the U.S. Army's Training Services Support worldwide enterprise (TSS Enterprise). The WFF re-compete will assume sustainment and training services related to Direct Mission, quote mark program of record quote mark TADSS and ranges currently being performed on the WFF contract. However, the WFF re-compete will NOT assume the training services currently being performed on WFF that are not related to TSS Enterprise supported TADSS; this work is envisioned to go onto the Train, Educate, Assist, and CoacH (TEACH) contract or other contract vehicles. Supported TADSS are located at approximately 600 sites worldwide, manned and unmanned. Supported TADSS belong to all of the training domains: Live, Virtual, Constructive, and Gaming.
