Description

The Office of the Comptroller of the Currency (OCC) intends to award a sole source, FFP purchase order to Moody's Analytics database using Simplified Acquisition procedures. This database will provide 35 OCC employees with unlimited access its database to documents in banking and sovereigns. This information will assist the OCC with determining the creditworthiness of financial institutions. Through extensive market research, the OCC identified Moody's Analytics as the only comprehensive solution capable of satisfying OCC's data requirements. The OCC intends to purchase access to Moody's database for 35 OCC employees. The tentative period of performance is December 19, 2014 through December 18, 2019, with four option periods. This acquisition will be procured under 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is for informational purposes only and is not a Request for Quote, Proposal or Invitation for Bid. Solicitation documents are not available and telephone, fax or email requests will not be honored. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Interested parties may submit their capabilities package to azita.mamdouhi@occ.treas.gov by 1:00 p.m., November 19, 2014; however information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition is within the discretion of the Government. A redacted copy of the justification prepared is attached for further details.
