Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. BACKGROUND: WRAIR has an immediate need of a 208/120 volt, 3 Phase, 5 wires, 50 kva but expandable to 80 kva Uninterruptible Backup Power Supply with an external battery tower to supply clean power to critical/sensitive loads in support of mission critical operations. This work is considered an emergency and must be delivered no later than 10 days after award. BRAND NAME: Mitsubishi DiamondPlus 1100 Uninterruptible Backup Power Supply Design: Double Conversion On-Line Topology Power Ratings: 50 kVA Voltage Options: Input: 208/120V; Output: 208/120V MINIMUM ESSENTIAL CHARACTERISTICS (MEC): Output power: 208/120V, 4W 60 Hz Power Factor: 0.9 Voltage Regulation: +/-1% Balanced +/-2% Unbalance Loads Frequency regulation: 60Hz +/-3% variation, recovery less than one cycle Voltage THD: 2% Maximum @100% Linear Load 5% @ Nonlinear Load Overload: 105-125%-60 seconds 126-150%-30 seconds EMI Compatibility: FCC Article 47, Part 15 Sub part B Class A AC Input: 208 volt/120V, 3P, 4W, 60 Hz Voltage Range +15%, -30% Reflective Current Harmonic Distortion (THD): 4% @ 100% Load 7% @ 50% Load Power Factor: 0.98 at 50% and 100% load Surge Withstand: Meets IEEE 587, ANS/IEEE 62.41 Category B Standard Features: Fully-digital IGBT converter and inverter Hot swappable modules Pulse with Modulation PWM controls On-line upgrades Front access UPS Small footprint and lightweight BATTERY TOWER REQUIRMENTS: 15 minute run time @ 100% load DELIVERY MUST BE MADE WITHIN 10 DAYS OF AWARD TO: Walter Reed Building 508 503 Robert Grant Avenue Silver Spring, MD 20910 EVALUATION: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1 Technical Factor 2 Price (b) Basis for Award & Evaluation This will be a LPTA procurement. The Government intends to evaluate quotations and award a contract without discussions with Offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable quotation with the lowest evaluated price. An overall technical rating must be at least quote mark ACCEPTABLE quote mark in order to be eligible for award. An quote mark UNACCEPTABLE quote mark rating, results in the technical quotation being rated quote mark UNACCEPTABLE quote mark unless corrected through discussions. An overall technical rating of quote mark UNACCEPTABLE quote mark makes a quotation ineligible for award. An offeror is expected to submit sufficient information in response to the RFQ to allow for the evaluation of his/her quotation. Each of the evaluation factors will be rated as follows: Factor 1 - Technical The Government will evaluate the offeror's capabilities to provide the UPS. Table A-1. Technical Acceptable/Unacceptable Ratings RatingDescription AcceptableProposal clearly meets the minimum requirements of the solicitation. UnacceptableProposal does not clearly meet the minimum requirements of the solicitation. Factor 2 - Price Offerors' price proposals will be evaluated to determine the price is fair and reasonable in accordance with FAR 12.209. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
