Description
This is a notice of intent, not a request for proposals. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition bases with Leica Biosystems Imaging, 1360 Park Center Drive, Vista, CA, 92081 for preventative maintenance to maintain proper functionality of a microscope/scanner models ScanScope GL (serial #5164) and a ScanScope XT (serial #1525). The preventative maintenance will consist of calibrations, alignments, cleaning, part replacements, and installation updates. As the original equipment manufacturer (OEM) Leica Biosystems Imaging deems necessary to maintain the Products in accordance with their required specifications, and have certified technicians and parts to maintain the equipment. The period of performance is for a base year plus 2 one year option periods. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and replacement parts must be compatible with existing equipment. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that can provide these services may submit a response that will be considered. The response should include the certification from Leica Biosystems Imaging that you are authorized to obtain OEM parts to maintain the above reference equipment. Also provide past performance demonstrating the successful performance of this type of services. All responses in writing, by email to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Tuesday, December 2, 2014. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
