- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the International Right of Way Association (IRWA) for 77 FHWA employee memberships from January 1, 2015 to December 31, 2015. Membership in IRWA supports the Executive Director's objectives outlined in its March 9, 2002 memo on Professional Associations and Development Activities. FHWA's Agency Membership in this professional organization is intended to provide professional development exposure, experience and activities to those individuals who are actively engaged in work that falls within the professional field(s) associated with this organization. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $16,690. The anticipated award date is in November 2014. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
